Panel discussion at the York Centre for Asian Research at York University on Dec. 9, 2014, titled "Assessing the Changes to the Live-in Caregiver Program: Improving Security or Deepening Precariousness?” Panellists discussed changes to Canada’s caregiver program, announced by Chris Alexander, minister for citizenship and immigration, in October 2014. These changes created new categories and conditions for the granting of permanent residence and removed the requirement for caregivers to "live-in." Some have welcomed at least some of the changes, but many caregiver advocates see the revised program as highly problematic. The panel, chaired by Professor Philip Kelly (director, York Centre for Asian Research), features prominent lawyers and advocates working with live-in caregivers in Toronto: Pura Velasco, former domestic worker, Caregivers Action Centre; Fay Faraday, lawyer, Packer Chair in Social Justice at York University and visiting professor at Osgoode Hall Law School; Avvy Go, director, Metro Toronto Chinese & Southeast Asian Legal Clinic; Deanna Santos, founder, Santos Law Office, Markham; and Petronila Cleto, Gabriela Ontario.

How to Immigrate to Gatineau, Quebec, Canada: Option for international business people.


If you want to immigrate to Canada this year and are looking for expanding your business or purchasing a business in Canada. There is a choice of obtaining your permanent residency (PR) status in Canada by purchasing or creating a business in the city of Gatineau, Québec.

You Are an Ideal Candidate If You…
•Are a married (or common-law) couple with business experience and;
•Both plan on working in Gatineau (with at least one of you working 30 hours per week inside or outside of the business) and;
•Want to make an investment to create or purchase an existing business in Gatineau, Québec and;

What You Will Need to Do to Accomplish Your Goal

• Run the business for at least 1 year before applying for permanent residency in Québec and;
• Have 1 person in the couple working full time and learn an intermediate (B2) level of oral (listening and
speaking) French.

You will be able to apply through the Québec Experience Program (PEQ) which is one of the best ways of applying
for permanent residency in Canada because:
• This is a “first come first serve system” with priority processing by the Government of Québec
• There is no points system. One year of full-time employment in the business and a B2 level of oral French
are the only requirements for the main applicant!
• It will be easy to renew your work permit (if need be) while the Canadian Federal application is in process.


The process will take a total of 2.5 to 4 years and be divided into 4 stages. The total professional fees will vary from $50,000 to $65,000USD ($65,000 to $85,000CAD).

Stage 1 - Assessment and exploratory visit
• Stage 2 - Business plan validation
• Stage 3 - Work permit application and operation of the business for a minimum of 1 year
• Stage 4 - Application for permanent residency with the Québec and Canadian governments
