Canada's Economic Action Plan is helping new Canadians get jobs in their fields


VICTORIA, BRITISH COLUMBIA--(Marketwire - Dec. 10, 2010) - The Government of Canada and the Province of British Columbia are supporting a project that will help internationally trained professionals put their knowledge and skills to work sooner. The Honourable Stockwell Day, President of the Treasury Board, Minister for the Asia-Pacific Gateway and Minister Responsible for British Columbia, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development, along with the Honourable Ida Chong, Minister of Regional Economic and Skills Development for British Columbia, made the announcement today.
"Attracting and retaining the best international talent to address existing and future labour market challenges is critical to Canada's long-term economic success," said Minister Day. "Through our Economic Action Plan, we are working with partners such as the Province of British Columbia to improve foreign credential recognition so that newcomers can maximize their talents."
The Government of Canada is providing over $4 million in funding to the British Columbia Ministry of Regional Economic and Skills Development. This funding will enable the Province to establish a fair and timely process for recognizing foreign credentials so that skilled newcomers can find jobs in their fields. Internationally trained professionals will also benefit from bridge-to-work and mentorship programs in various occupations.
Additionally, the Province will launch its own version of the Working in Canada online tool, where newcomers can access up-to-date labour market information, before and after arriving in Canada.
"With over a million B.C. job openings forecast by 2019, immigrants will play an important role in ensuring we have the skilled workers needed for our future economy," said Minister Chong. "We appreciate and look forward to working with our federal partners in their efforts to improve the foreign credential recognition process, which will help immigrants connect with relevant employment options, and provide employers with the information they need to hire, train and retain skilled immigrants."

Backgrounder
The Government of Canada, through its Economic Action Plan, is investing $50 million to work with the provinces and territories and stakeholders to address barriers to foreign credential recognition. This investment directly contributed to the development of the Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications.
Under the Framework, foreign credential and experience recognition will be streamlined for key occupations, including some health care professions. This means that foreign-trained professionals who submit an application to be licensed or registered to work in certain fields will be advised within one year whether their credentials and experience will be recognized. Otherwise, they will be advised of additional requirements or be directed to alternative occupations that would benefit from their skills and experience.
The Framework is part of the Government of Canada's strategy to have the best educated, most skilled and most flexible workforce in the world.
With the Economic Action Plan's $50-million investment, the Government will:
  • develop the principles that will guide the process of foreign credential recognition;
  • establish standards for the timely handling of requests;
  • identify key occupations that will be the priority for developing recognition standards; and
  • help people who want to come to Canada understand what they need to know before they arrive.
The British Columbia Ministry of Regional Economic and Skills Development is responsible for providing an integrated approach to regional economic development by leveraging the alignment of post-secondary education and training offered through colleges and institutes, by delivering immigration and labour market development programming, and by building capacity for regional economic and community development across the province.
The Foreign Credential Recognition Program aims to improve the integration of internationally trained workers into the workforce. The Program provides funding to and works with the provinces and territories and stakeholders, including regulatory bodies, post-secondary institutions, sector councils and employers, to implement projects that facilitate the assessment and recognition of qualifications acquired in other countries.
The Foreign Credentials Referral Office (FCRO) was established in May 2007 to help internationally trained workers receive the information, path-finding and referral services, in Canada and overseas, to have their credentials assessed quickly so they can find work faster in the fields for which they have been trained. The FCRO works with federal, provincial and territorial partners, and foreign credential assessment and recognition bodies, to strengthen foreign credential recognition processes across the country. Torontonians are the least happy people in Canada: study

Oh, Toronto, you are a glum lot — well, at least compared to the rest of Canada.
When it comes to happiness, Torontonians fall at the bottom of the pack, according to a new study.
Does Money Matter?: Determining the Happiness of Canadians examined the life satisfaction and happiness of Canadians according to where they lived.
With a happiness rating of 4.15, the Toronto CMA came last, falling below the Canadian average of 4.24. Sherbrooke, Que., and Brantford tied at the top of the list with a score of 4.36.
Ontario did not fare any better than its largest city, lingering at the bottom of the happy-provinces list along with British Columbia.
So, where are all the happy Canadians? You will find them in P.E.I and Quebec.
Before you crack the pages of Anne of Green Gables in search of an elusive happiness, consider that we are competing amongst a very happy lot: Canada consistently ranks among the five happiest nations in the world, and is the happiest member of the G7.
“You’re not miserable, you are just slightly less happy than other Canadians on average,” Andrew Sharpe, Executive Director of the Centre for the Study of Living Standards points out.
So, why are we less satisfied with life than our provincial counterparts?
“[Lower happiness levels are] linked to the higher levels of stress in Toronto that may be associated with two-hour commutes,” said Sharpe.
We also suffer from “less of a feeling of community because of the large concentration of population and trend towards skyscraper living.”
Toronto’s status as the immigrant capital of Canada also affects our happiness rating.
“Immigrants tend to be less happy than other Canadians because of their employment problems and because when they are employed they tend to earn less than other Canadians,” said Sharpe.
Sharpe points to this as a clear sign that more needs to be done to improve the experience of immigrants in Canada.
The study found that while income did not have a considerable effect on a person’s happiness, overall health and employment statues certainly did.
So, what should you do to boost your statistical chances of happiness? Move to Sherbrooke, Que., complete your post secondary education, and find a life-partner.

Canada forecast to have more immigration and possibly 47 million people in 2036

Canada is projecting faster population growth because of more immigration than they have projected in the past. Previously Canada was projecting 39.4 million people in 2035 but now they are projecting a medium assumption forecast of 43.5 million in 2035. There will be many updated national population counts and new population forecasts starting from the end of 2010 and through 2011 and 2012 as the census results from 2010 are tabulated for different countries.

Canada's fastest growing province in British Columbia (BC) which could top 7 million people in 2036.

Canada would be in the range of 33 to 38th most populous country. I am expecting that over the next couple of decades that the current estimate will be revised upwards again. Canada is doing very well with oil in Alberta and Saskatchwan and natural gas in BC.

If Canada's population growth trends go towards the high-growth scenario then the 2050 population could be 60-75 million. This would put Canada around 25th in World population and possibly exceeding the expected population of France or the UK.

BC PNP APPLICATION PROCESS Business Skills, Fast-Track

The specific program we will describe below is known as the “Business Skills” program and is suitable for investment in the GVRD or Abbotsford. Applicants can be fast-tracked if a client is willing to deposit $125,000 interest free with the province after nomination. The deposit is refundable in full when the client satisfies the terms of the PNP program.

Compared to the Federal Investor Program, the BC PNP business programs typically offer a number of advantages, including early entry in Canada on a work permit, control over investor dollars and flexible qualification criteria.


The general requirements of the program include:

  • Confirmation of a personal net worth of at least $800,000.00
  • An minimum investment in a BC business of $400,000.00 (existing business or start-up)
  • The investment must create three full time jobs in the business
  • You must actively participate in the management of the business
  • You must demonstrate enough unencumbered funds to make the investment
  • You must own at least 33.3% of the voting and non-redeemable shares in the business

The Investment

The general guidelines regarding the $400,000 investment are flexible, but must still conform to a number of rules, including:

  • A maximum of $267,000 of the $400,000 investment (2/3) can be attributed to the purchase of shares. You may purchase shares for more than this amount but will only get credit for $267,000.
  • Investments in real-property are generally not credited except for in unique situation
  • The balance of the investment may be used for items such as equipment, leasehold improvements, inventory, patents, promotion/marketing, professional/start-up fees and start-up wage
  • The business investment has to be reasonable and make good commercial sense

A Regional Program exists for clients wishing to invest outside of the GVRD or Abbotsford, but still in BC. The requirements under the Regional Program are half of the Business Skills program, i.e., $400,000 net worth and a $200,000 investment and at least one full-time job created.
