Former Canadian immigration chief calls for increased immigration

A former immigration boss in Canada is calling for the country’s annual immigration intake to be increased by 100,000 a year to match needed population targets.
Robert Vineberg, a former Director of Federal-Provincial Relations at Immigration Canada, said policy changes are needed to boost numbers in most provinces.
He pointed out that the major political parties are failing to address the issue despite agreeing that Canada needs to increase immigration levels by 1% per year.
Now a research fellow at the Canada West Foundation, he argued that Canada’s native labour force is stagnating. Most provinces, and particularly the Western Provinces, want to increase their population and see increased immigration as a major way to do so. The way to expand the federal immigration streams is not to freeze growth in provincial programmes but to increase overall levels during the next several years,’ he explained.
‘An increase in immigration levels by 50,000 to 300,000 per year would bring the ratio back to the 0.87% figure of two decades ago. An increase of 100,000 to 350,000 per year would see Canada finally achieve the one-percent-per-year goal that all parties ostensibly espouse,’ he added.
His comments have been made as a result of Canada’s major political parties failing to address the issue of how many immigrants Canada needs, despite all of them expressing support for an increase in Canadian immigration.

He also hit out at a recent study from the Fraser Institute which suggested that immigration costs Canada as much as $23.6 billion a year. Economists Herb Grubel and Patrick Grady used statistics from the 2006 census to argue for a reduction in immigration.
They said that immigrants received on average $6,051 more in benefits than they paid in taxes and that this weak economic performance of recent immigrants is costing Canadian taxpayers between $16.3 billion and $23.6 billion a year.
Vineberg said that the average income of immigrants in Canada more than 15 years before the 2006 census was actually higher than for native-born Canadians. ‘This turns the Fraser Institute’s analysis on its head and suggests that immigrants are net contributors to government revenues if their entire working life is considered,’ he said.
The data used can lead to diametrically opposed conclusions, he added and described the study as not addressing the issue. ‘The whole principle of such analysis is faulty,’ he said, adding that it zoomed in on one small aspect of the economics of immigration and ignored the larger picture entirely.

We applaud the efforts of the Minister of Citizenship and Immigration of Canada, the Honourable Jason Kenny, who warns against the danger of falling victim to fraudsters. Fraudsters will pretend to be lawyers or authorized immigration consultants but have no legal training and no right to represent you.

Who can represent you?

The following persons are the only ones legally authorized to represent you to the Government of Canada (including all departments, offices, embassies and consulates) for your Canadian Immigration or Citizenship case:
  • A person in good standing with a Canadian provincial or territorial bar association or law society. Examples are the Quebec Bar Association (Barreau du Québec) and the Law Society of Upper Canada. Note that lawyers from non-Canadian jurisdictions cannot represent you unless they are also a member of a bar or law society in Canada;
  • A person in good standing with the Quebec association of notaries;

If we do decide to sponsor, it’s going to take a very long time. I hear at least seven years. 
Kailash Kaur has been visiting Canada every summer since 2004. Each trip from India costs her son and daughter-in-law several thousand dollars. The couple is willing to bear this large, recurring expense so they can see her regularly, rather than spend a one-time expenditure of a few grand to sponsor her to live permanently with the family here — and wait perhaps years.

“She is in her mid-70s and if we do decide to sponsor, it’s going to take a very long time. I hear at least seven years,” says her daughter-in-law Gurdeep Kaur. “It will be a tough task for her to come and integrate into this new society and contribute to this country’s economy.”

However, Kaur concedes that even if her mother-in-law didn’t contribute economically to the country, she would definitely play a positive role in the society by helping raise her grandchildren.

Of course, Citizenship and Immigration Canada (CIC) maintains that the priority in sponsorships under the family reunification program is to reunite spouses and children of Canadian citizens and permanent residents, while parents can visit the country on multiple-entry visas, just like the elder Kaur.

But not every senior is as lucky as her in obtaining a visa, let alone multiple-entry ones. Max M. Chaudhary, a Toronto-based immigration lawyer notes that issuance of visitor visas are “notoriously arbitrary” in places like New Delhi, India; Islamabad, Pakistan; Manila, Philippines and Beijing, China. “I have seen cases where elderly applicants are rejected for visitor visas four times and be granted a visitor visa the fifth time. New immigrants who have established themselves in Canada are very frustrated at the difficulty in getting their parents here [even] as visitors.”

Of course, immigration officers can get strict about visits if they think there is a possibility the elder will not return to their homeland after the visit.

Cuts to quotas

So what’s really going on here? According to a 2009 study by CIC entitled Elderly Immigrants in Canada: Income Sources and Self-Sufficiency, parents and grandparents are continually at the bottom of the income-earning scale even after 10 years — the maximum number of years sponsors pledge to support immigrant relatives — depending on their relative’s age and relationship.

Perhaps partly in reaction to this data, the federal government recently issued a plan to cut the number of family reunification visas for parents and grandparents of immigrants from 15,300 to 11,000 a year.

However, in response to an earlier appeal by the Chinese Canadian community, Ottawa has decided to increase the quota for sponsorship of parents and grandparents in the Beijing visa office from 1,000 in 2010 to 2,650 in 2011. While, on the other hand, in New Delhi visa office, the numbers are being reduced to 2,500 this year, from 4,500 in 2010.

New Democrat immigration critic Olivia Chow said at a recent press conference that the information obtained under an Access to Information request shows the reduced quotas will primarily affect applicants from Africa, Asia, the Middle East and South America. She also noted more than 148,000 parents and grandparents overseas are already waiting as long as five years to be reunited with their Canadian children and grandchildren. “In the five, eight, 10 years these Canadians are waiting, most likely, these parents cannot travel to Canada,” Chow said.

The long wait ahead

According to Chaudhary, worse still is the stress of waiting endlessly. “Canadian-based relatives are frustrated when their elderly parents have lost most of their relatives in their home country … and no longer have their own community in their home country for support,” he says.

“The Liberals started the trend of reducing family class immigration, but this reduction has been accelerated by the Conservative Party with regard to parents and grandparents.”
Chaudhary says the immigrants he interacts with on a regular basis in his law practice are dismayed by the current waiting period for sponsoring parents. “Not to mention the excessive medical scrutiny that the immigration department metes out on elderly sponsored parents.”

The other side

So what’s the argument being made to reduce sponsorships? According to a 2005 report by conservative think tank the Fraser Institute, “Given their age, many of them put high costs on the health care systems if their sponsoring children are unwilling or unable to meet their obligation and pay for these cost privately.”

The Vancouver-headquartered institute’s study also reveals that most parents of economic class immigrants are unlikely to become active participants in the labour force because of their “advanced age” and “poor ability to speak and learn English.” The study indicates that these parents and grandparents are able to pay few if any income taxes, yet are entitled to all of Canada’s social programs.

“Admittedly, there is an increased health burden in bringing elderly immigrants to Canada, but this is slight, given the few additional elderly immigrants that have been admitted under Canada’s immigration program,” Chaudhary points out. “Further, why should native-born Canadians’ parents be a burden and not immigrant parents, given that both pay taxes to support Canada’s health care system?”

Contribution of sponsors

Mississauga-based software engineer Vivek Bibra who sponsored his parents says, “Yes, my parents do take advantage of OHIP [Ontario Health Insurance Program] and they don’t work here. But both my wife and I are productive, tax-paying immigrants.”

He also points out that since the couple came here as skilled immigrants, they did not take any social assistance for 30 years of their lives before arriving in Canada. “One of the things that was attractive to us when applying for our immigration was that we could sponsor our parents.”

Felix Zhang, a founder of Sponsor Our Parents, a grassroots advocacy group, has a similar view. “It raises a big question why we are all Canadians and yet we are treated unequally. This is unacceptable.” He also wonders whether economic migrants, who are sought after because they bring needed workforce skills, will continue to choose Canada if they can’t bring their parents here.

The Chinese-born immigrant sponsored his parents to Canada in 2007. His application is still at the in-Canada prescreening stage. “My parents would like to live with their only grandchild,” says Zhang. “And my parents are not getting any younger.”

Chaudhary — a Canadian born to immigrant parents from Kenya — feels privileged in this aspect. “I have had the benefit of my parents’ assistance with regard to my two small sons, which, as a busy professional is invaluable; it allows me to focus more on my work. Further, I have seen my parents’ joy triggered by my kids’ presence; such joy can’t be replicated through long-distance phone calls.”

Bibra, whose parents have lived with him since 2006 says it was a great relief when his parents accepted his request to come to Canada, despite having to leave behind their familiar social life and a successful interior design business. “They made a great sacrifice. [Today] we are able to be at work in peace because we know my parents will take care of our children after they come back from school.”

There are thousands of Zhangs and Bibras out there  waiting helplessly for their parents to arrive and reap the familial benefits of their elders’ presence.

But it looks like what many immigrants want and what many of them can expect is at a standstill. “We can’t satisfy 100 per cent of our immigrant stakeholders,” said CIC Minister Jason Kenney in a recent phone interview to the Toronto Star. “We have to make choices to balance our objectives.”

So for now, many sponsors who’ve applied for their parents’ and grandparents’ immigration will have to be contented with the fact that we are able to reach our dear ones in our home countries almost instantly — thanks to modern technology — unlike our predecessors from even just a few decades ago who in most cases left their families behind for good.

Immigrants create networks to help them help themselves

At 15, Tina Tehranchian graduated from high school and left her native Iran to study at an American university. After receiving a BA in political science and commerce and a masters in communications, she and her new husband returned to Iran. When their son was born, the couple decided to relocate again, to Canada, to build their son’s future.
The 1990 recession was a difficult time to find a job in communications, and even more so for a new immigrant. Tehranchian wasn’t familiar with any employment agencies and “all I kept hearing the same old excuse all the time, ‘You need Canadian experience’ — even though I had U.S. experience.
“But it didn’t seem to count for much.”
To make ends meet, she snagged a job in the financial industry and hoped for the best. “It suited my personality,” she said. She retrained as a Certified Financial Planner and a Chartered Financial Consultant and started building her new career.
About 10 years ago, Tehranchian began volunteering with Family Service Association of Metro Toronto, which was examining employment issues in the Iranian community.
She was thrilled to learn about the many employment agencies helping new immigrants learn the ropes in Canada.
Soon after the Iranian-Canadian Network for Employment and Entrepreneurship Mentoring (ICN) was born, uniting newly-arrived Iranians with Iranian-Canadian business owners and professionals to provide mentoring and help them secure employment.
“One of the biggest challenges immigrants face is how to translate their experiences and their education from back home to the realities of the job market in Canada, and that’s why having a mentor who’s got the exact same background as themselves can be a big help,” says Tehranchian. “It takes all of the cultural differences into account.”
Today, Tehranchian is a branch manager and financial advisor at Assante Capital Management Ltd. in Toronto.
She also sits on the advisory committee for the Toronto Region Immigrant Employment Council’s Professional Immigrant Network (PIN), a collection of volunteer-run groups for internationally-educated and experienced professionals. Tehranchian is PIN’s co-chair.
The 70 groups collectively represent more than 25,000 people, and host lectures, workshops and social events throughout the year to help immigrants network with their peers, find jobs in their area of expertise, and give back to the community.
Elizabeth MacIsaac, TRIEC’s executive director, says one of the obstacles new Canadians struggle with is leaving behind their professional connection, and that’s why it’s critical they build a new one quickly.
TRIEC reaches out to immigrants through community agencies, she says.
Yet few immigrants avail themselves of those services when they arrive.
They connect first with professional colleagues who share their culture, history and experiences. It’s about familiarity and trust, says MacIsaac.
This is why TRIEC united all of the groups under the Professional Immigrant Network banner recently.
“Just as one group might be doing mentoring, another might be linking to affinity groups at big corporations,” says MacIsaac. “Another might be holding regular networking and information sessions.
“They can learn from one another.”
The initiative is funded by Scotiabank, Citizenship and Immigration Canada, and ALLIES, a project of the Maytree foundation.
MacIsaac says companies have expressed interest in tapping into the groups to recruit employees.
Paula Calderon, president of the Canadian Colombian Professionals Association, came to Canada from Bogota in 2001. She urges new immigrants to spend time researching opportunities and programs outside their own communities, too. She mentions TRIEC’s “networking-beyond-boundaries” event at the Toronto Board of Trade Mar. 31, which unites many Hispanic groups to network with human resource departments from top corporations.
“Nothing has the magic formula, but [researching] will definitely help them save time on how to do things and how to best approach employers,” says Calderon, client relations manager and applicant screener at Career Edge Organization.
“Doing the research on presentation and job search skills is definitely something that takes time. Being well prepared actually saves time in the search. The better prepared you are, the better you present yourself, and the easier it is to secure employment.”
Tehranchian recommends prospective new Canadians start their research well before arriving.
“Do as much homework as possible to find the community groups, to find the service agencies and the programs that you could benefit from, because there are so many free programs available!” she says.
“Try to leverage your contacts and build a network as soon as you get to Canada!”

    Canada launches reverse brain drain programme for expats

    A new pilot programme has been launched in Canada to encourage expat Canadians to return home and contribute to the country’s economy.
    The initiative by the Canadian immigration has been called ‘a reverse brain drain’ and officials want to maker it easier for Canadians with much needed experience and skills to return.
    The pilot has been launched in Ontario and if deemed successful will operate nationwide. ‘We are making it easier for Canadians abroad to bring their skills home and contribute to the Canada of tomorrow,’ said Citizenship, Immigration and Multiculturism Minister Jason Kenney.
    For some Canadian workers living abroad, an obstacle to returning to Canada is that their non-Canadian spouse, partner or dependent children may be unable to work until they are processed as permanent residents, which usually takes between six months and one year.
    Now family members of Canadian citizens and permanent residents returning to work in certain sectors, such as health care and academic research, are able to get temporary work permits immediately upon arriving in Canada.
    Ontario’s health and academic sectors have faced significant skill and labour shortages in recent years and were identified as the most appropriate sectors for the pilot project.
    ‘By encouraging highly skilled workers to come back to Canada, we are laying the foundation for long term economic growth,’ added Kenney.
    To be eligible to participate in the pilot, applicants must be a spouse, common-law partner, or dependent child of a Canadian citizen or permanent resident returning to work in Ontario, have an application underway to immigrate to Canada through sponsorship in the family class, be old enough to work in Ontario, and meet all admissibility criteria to come to Canada as a temporary resident.
    The sponsoring spouse or partner must be a Canadian citizen or permanent resident, have left Canada and be returning to work permanently in Ontario, as a health professional or an academic for post-secondary public institutions, in one of a list of specified occupations, obtain a letter from the Province of Ontario confirming their employment, location and occupation and provide it as supporting documentation with the work permit application, and have submitted an application to CIC to sponsor their spouse or dependent child.
    The list of occupations include specialist doctors, GPs, dentists, vets, pharmacists, registered nurses, opticians, physiotherapists, midwives, paramedics, university professors, teaching and research assistants, and college instructors.
    The pilot programme is a partnership between Government of Canada and the Province of Ontario, and will operate until May 22, 2012. The Government will then evaluate the programme before making a decision about extending it.

    This new online fun and educational tool was launched by Kenney on 3rd March, 2011.
    This will prove to be of great help for new immigrants wanting to learn basic facts about Canada.
    The initiative by Canada immigration minister has been aptly named ‘How Canadian are you, EH!’ It comprises of 122 queries which can be taken time and again as long as you wish to on your Android, iPhone or your Blackberry.
    Every time you play this application, you will be asked 20 questions selected at random from a total of 122 questions.
    You need to select one answer out of different answers provided for each question in the quiz. Speaking about the application, minister Kenney said that the application can be downloaded for taking the quiz and it can also be shared with your friends.
    It’s a way to find how Canadian any person living in Canada is, added Kenney. Basically, this new tool is targeted to provide basic facts about Canada’s past and its politics to students currently enrolled between grade five till grade 12, yet, it is beneficial for many.
    Everyone can gain from CIC guide--
    It’s not just for newcomers in Canada, even if you are an immigrant living in Canada for quite some time but don’t have thorough knowledge about your new nation, then this new online tool is appropriate for you as well.

    Immigration Consultants Say Immigration Minister Kenney Should Stop Misinformation Campaign Targeting “Crooked Consultants”

    TORONTO  - Citizenship and Immigration Canada’s (CIC’s) ad campaign about unlicensed ghost agents is misleading, increases consumer confusion and should be stopped immediately, according to the Canadian Migration Institute (CMI).
    “The ads portray all immigration consultants as fraudsters or charlatans without drawing the distinction between unlicensed ghost agents and Certified Canadian Immigration Consultants (CCICs),” said Imran Qayyum, CMI Chair. “CCICs are well-educated, responsible professionals who are held to strict professional standards and they deserve better.”
    Ghost agents often call themselves immigration consultants to dupe unsuspecting consumers, but they are not accredited, so they are not immigration consultants, just as an individual who has not passed the bar is not a lawyer. CMI has long encouraged CIC to describe only CCICs as immigration consultants.
    “The very real differences between ghost agents and professionally educated CCICs should have been the theme of the ad campaign. This would have provided consumers with the context they need to find competent immigration help,” said Qayyum. “These ads are just empty scare tactics and Minister Kenney should halt the campaign immediately.”
    The role of the Canadian Migration Institute (www.cmi-icm.ca) is to educate, accredit and advocate on immigration law and policy. CMI represents more than 1,670 authorized immigration representatives and is the largest organization of its kind in North America. CMI has several chapters throughout Canada that provide regional support through accredited educational programs, advocacy on provincial issues and a local network for interaction and connection amongst authorized representatives.

    Changes Expected to the Federal Skilled Worker Program

    The flags of Canada and the United States of A...Image via Wikipedia(CIC) recently announced they are consulting with relevant stakeholders about changing various aspects of the Federal Skilled Worker Program. CIC is considering changing the number of points awarded in three of the six selection factors. CIC is also proposing changes to educational requirements and stricter rules for assessing the validity of Canadian job offers. According to CIC, these suggested changes are meant to reflect the current needs of the Canadian economy and enable immigrants to better integrate into the Canadian economy.

    Points Changes in Selection Factors

    Applicants will still be required to attain at least 67 points out of 100, in addition to meeting eligibility requirements, in order to qualify for the Federal Skilled Worker Program. CIC is proposing to change the maximum number of points applicants can receive in the following three selection factors: language, age, and work experience. Currently, applicants can receive a maximum of 24 points for their first and second official Canadian language, a maximum of 10 points for age if an applicant is between the ages of 21 and 49, and a maximum of 21 points for paid skilled work experience within the past 10 years.
    i. Language

    One proposed change would increase the number of points applicants can receive for a first official Canadian language (English or French) to 20 points, rather than the current 16. CIC is also considering establishing minimum language requirements for certain occupational skill levels. A higher minimum language requirement would be required for applicants with work experience in professional occupations, such as doctors, nurses, and engineers. Applicants with work experience in skilled trades would have a lower minimum language requirement.
    ii. Age

    CIC is proposing to increase the number of points in the age factor from 10 to a maximum of 12 points. Rather than maximum points being awarded until age 49, the suggested change will only allow applicants to gain maximum age points until the age of 35.
    iii. Work Experience

    CIC is proposing to lower the maximum points for work experience from 21 to 15 points and increase the years of experience required to obtain maximum points. CIC has noted that foreign work experience is not a strong indicator of success in the Canadian labour market and the additional points would be more beneficial in the language and age factor.
    Other proposed changes

    In order to make the Federal Skilled Worker Program more accessible to applicants with trade skills, CIC is proposing to reduce the number of years associated with education for those with a trade or non-university certificate. Currently, applicants who have a one year trade diploma must have also completed 13 years of full-time education in order to claim maximum points for that diploma under the education factor. Applicants who have a two year trade diploma must have completed 14 years and those with a three year trade diploma must have completed 15 years of education. If the proposed change is accepted, applicants with trade diplomas would be able to claim maximum points for their education with fewer years of full-time education.
    CIC is also considering requiring applicants to prove their credentials are recognized by the appropriate Canadian authorities if their profession is regulated in Canada. For example, engineering is a regulated profession in Canada. Under the proposed change, any applicant who has work experience as an engineer would be required to have their credentials recognized by a Canadian professional licensing body before they submit their application for Canadian permanent residency.
    Finally, CIC is proposing to establish clearer regulations for assessing employers and assessing whether a job offer is genuine. The Arranged Employment factor is an important aspect of the Federal Skilled Worker Program and CIC has noted that applicants who have Arranged Employment fare better upon arrival in Canada compared to those who do not have Arranged Employment. There have been numerous cases of fraudulent job offers from employers looking to exploit immigrants for money. With clearer guidelines for assessing job offers and employers, CIC is hoping to deter potential fraud.
    Attorney David Cohen warns of a potential challenge with the proposed changes, “CIC will not be giving advanced warning of when these proposed changes will come into effect. If these changes are made to the program, applicants who are over the age of 35 and have lower language proficiency levels could have difficulties qualifying for the Federal Skilled Worker Program. If you qualify now for immigration under the current Federal Skilled Worker Program, you should submit your application as soon as possible as you may not qualify once the changes have been implemented.”
    While CIC has not announced when they expect to change the Federal Skilled worker Program, Canadavisa.com and CICNews.com will report on any information as soon as it is revealed.
