Immigrant talent adds to brewer's bottom line

Adrian Joseph didn't have his certified general accountant designation, but he snagged a key finance job at Steam Whistle Brewing anyway.

The Sri Lanka-born accountant was professionally trained in Europe, and he won a world accountancy prize in Britain. But the lack of a CGA, CMA or CA, standard financial credentials in this country, is enough to cause many Canadian employers to skip right over such a résumé.

Steam Whistle, however, had a different point of view when it was looking to hire a controller eight years ago.

“[Immigrants] have risked everything to build a new life,” Steam Whistle co-founder Greg Taylor says. “They take their jobs very seriously and are very passionate, and at the end of the day that helps your bottom line.”

Since its inception in 1998, Toronto-based Steam Whistle has made inclusive hiring a priority, says Mr. Taylor. And while the practice is clearly good for the community, and adheres to the company's determination to be good corporate citizens, Mr. Taylor insists it has also aided the business. Today, 18 per cent of the company's 115 employees – and half of its management team – hail from other countries, including Sri Lanka, the Czech Republic, Cuba, Portugal and Russia.

At first, Steam Whistle had no choice but to look outside of Canada to fill certain positions. “We wanted a brew master with a master brewing degree,” says Sybil Taylor, Steam Whistle's director of marketing and Mr. Taylor's wife.

“If you're going to [produce] a pilsner that competes internationally, you need to have people capable of bringing that to the table,” agrees Mr. Taylor.

But no such postsecondary education programs exist in North America. In the end, they found a brew master who had received a master's degree in the field in the Czech Republic.

The experience was so positive, the Taylors say, that they saw no reason to limit hiring to candidates with only Canadian training and experience.

That's not to say homegrown talent should be overlooked, Mr. Taylor stresses. But to completely dismiss immigrants – because of foreign credentials or the lack of a Canadian equivalent – is simply bad for business.

For one thing, the work ethic of newcomers is second to none. “New Canadians come here for all the right reasons,” he says. “And that is to work and to take pride in their work. They're excited about the opportunities and they want to afford to live here. They're not taking anything for granted because of all the risks they've taken just to get here.”

For small businesses with limited budgets, hiring immigrants is a way to access top talent at a more reasonable cost. “Brewing is capital-intensive,” Ms. Taylor says. “It took us three years before we even broke even and our reality was that we couldn't afford to pay the top Canadian talent.”

Mr. Taylor gives the example of a marketing executive who wanted a salary of $200,000. “We talked to another guy who doesn't have the Canadian training and he wants half as much, but he has more experience.” This creates an opportunity for small businesses to access talent they could otherwise never afford, he says. “And it's only been created by the ignorance of people who don't value experience from abroad.”

Then there's the benefit of global perspectives and specialties.

“Internationally trained workers know different suppliers, they know different techniques to solve problems,” Ms. Taylor says. “You're just narrowing your information base by not hiring from a broader pool.” In some cases, like with Steam Whistle's brew master, international training provides precisely what the company needs.

That's a point of view with which Toronto-based Ratna Omidvar, president of Maytree, a private foundation dedicated to accelerating the settlement of immigrants and refugees, agrees.

“It's clear that because the world of marketing and technology has changed so much in the last 10 years, the same ideas can't be used to solve new and emerging problems,” she says. “And the more variety you have around the table, the more likely you will come to a new and different place for a solution.”

She backs up her argument by pointing to U.S. studies that show diversity contributes to the bottom line. Companies that don't embrace diversity are missing out on market share in Canada, she says, as well as markets beyond the borders.

Hiring immigrants can also help a business owner understand potential customers better, Mr. Taylor adds. In the case of Steam Whistle, “we're in downtown Toronto. The diverse culture is incredible here and our culture at Steam Whistle reflects that.” Ms. Taylor agrees: “It's reflective of our population here in Canada and so we understand the marketplace.”

The benefits go beyond any one company and extend into the greater community. “It's a way to actively support the country's immigration policy,” Mr. Taylor says.

The benefits may be many, but there are challenges. A lack of recognition of foreign credentials means that even though a candidate has the skills to do the job, additional training or credentials is still required. For example, Steam Whistle funded Mr. Joseph's CGA after hiring him as controller.

“It's an important credential in this country, and so we wanted him to have it,” Mr. Taylor says. It's paid for itself again and again, he adds, and since joining Steam Whistle, Mr. Joseph has been promoted from controller to CFO.

In 2007, Steam Whistle's inclusive hiring was recognized when the company won the Toronto Region Immigrant Employment Council's Immigrant Success Award for leadership and innovation in recruiting and retaining skilled immigrants.

“We're very proud of that, because it sends a message out that this is doable,” Mr. Taylor says. “Here we are, a successful small business, and the reason our product is so great is because of the hard work and skill of the people we've chosen to hire.”

Ghosts' in Punjab posing big threat to Canadian immigration (Lead)

Toronto, Feb 9 : Ghost immigration consultants have become a big threat to the immigration process in Canada which lets in more than 250,000 newcomers each year, a large number of them from Punjab.

According to figures, there are about 2,000 ghost immigration consultants as against just 1,655 registered by the Canadian Society of Immigration Consultants. Operating out of the purview of law, these 'ghost' immigration consultants fleece thousands of prospective immigrants each year, defrauding them from $1,200 to $30,000 each.

Since India is the second largest source of immigration into Canada after China, the "ghost" problem is even deeper in the Indo-Canadian community as people here want to bring their relatives from India by hook or by crook.

The depth of the problem can be gauged from the following advertisement that appeared in a Chandigarh newspaper recently:

"JOB VACANCY IN CANADIAN HOTEL CANADA: Ominicity Hotel Director wish to advertise through this medium that the Following Job Vacancy in our Hotel. We need both men and females workers to fill in different categories of job openings. Currently, if your interested in working with us you can contact us back E-mail Address: ottawahotelss_canada@yahoo.ca Our Hotel Director shall connect you with our Canadian immigration director during your visa processing, SIGN BY DIRECTOR MRS RESOLING ANNA."

But inquiries revealed that there was no hotel by this name in Ottawa.

"Hundreds of such fly-by-night immigration operators have set shop in India to prey upon people desperate to move to Canada," Sheetal Jhuti, an Indo-Canadian immigration consultant based in Mississauga on the outskirts of Toronto, told IANS.

"These people go to Punjab and anywhere in India to scam the poor gullible people waiting to get any opportunity to get out of India," she says.

Jhuti adds, "Since an immigration consultant here has to pay high fees to the regulatory Canadian Society of Immigration Consultants (CSIC), many of these so-called consultants choose to operate out of Canada in their native countries where they don't come under any supervision. That's what is happening in India."

Once you are operating outside the system, anyone can call himself or herself an immigration consultant, she says.

The modus operandi of these 'ghost' immigration consultants, she explains, is to open offices in Chandigarh or Jalandhar and appoint some people to fill up immigration forms for them.

Since these 'ghost' operators are not under jurisdiction of the Canadian regulatory body, they can advertise for jobs that don't exist. When people respond, they charge huge sums of money to fill up their forms and then vanish, sayimmigration sources here.

"Thousands of these ghost consultants advertise daily, thousands of so-called education consultancies lie and cheat in the name of getting student visas to the UK, Canada, and Australia," says Jhuti.

"So, while people like me are paying through our nose to get our licences to run a model consultancy, my neighbourhood pizza store owner is making more money than me by just providing form filling services," she adds.

"The situation is simply unacceptable. It not only threatens the integrity of our citizenship and immigration systems but it also raises in my mind national security issues," John Ryan, chair of the Canadian Society of Immigration Consultants, told the Globe and Mail newspaper last week.

"We know who (the ghost consultants) are and where they're operating. But law enforcement agencies can't do anything currently to stop them," he said.

The cheating is equally rampant in immigration from China, Pakistan and the Philippines - the other major sources of immigration into Canada.

Time to exorcise ghost immigration consultants

Some bilk newcomers, jeopardize national security

Many immigrants, leaving less than ideal circumstances in their own countries, choose to come to Canada in search of a better life. It's sad, then, that the first experience many of these vulnerable people have in Canada is one of exploitation.

The Canadian Society of Immigration Consultants drew attention to this problem last week, with the announcement of a $1-million advertising campaign. The campaign, which features the image of a shark attacking a seal, draws attention to the fact the unscrupulous, unaccredited immigration consultants -- known as "ghost" consultants -- treat prospective immigrants as prey. The ads will appear in a number of languages and will include a toll-free line to help immigrants find an accredited consultant.

The society, which was created in 2004, accredits and educates consultants, and by law, members are only allowed to take money in exchange for help in the immigration process. The problem, however, is that consultants need not be members of the society, and those who aren't frequently fleece prospective immigrants out of thousands of dollars.

For example, a Surrey woman recently claimed more than $50,000 had been illegally transferred from an account she had set up on the advice of Fereydoun Hadad, a West Vancouver immigration consultant. Hadad pleaded guilty in January to charges of fraud and uttering a forged document, and he will be sentenced in March.

And just last week it was revealed that the RCMP is investigating a case in which 300 people claimed to be living at the same address, This is not a unique situation, as shady agents often attempt to get around residency requirements by advising prospective immigrants to falsely claim they've been living in Canada.

In fact, these few examples don't convey the likely scope of this problem. The society notes that there are more ghost agents than there are accredited ones: While there are a total of 1,655 registered members, the society has identified some 1,920 ghost agents.

Not all of these ghosts are involved in illegal activities, but their sheer volume, and the fact that they operate in an entirely unregulated atmosphere, virtually guarantees that unscrupulous agents can quietly bilk people out of their life savings -- and put Canada's national security in jeopardy.

And this could become an even bigger problem, given that many Haitians are attempting to immigrate to Canada, particularly Quebec, where there are just 150 registered consultants.

Clearly, this is an area in need of significant reform.

The society was created in an effort to solve some problems associated with the immigration system, but given that membership in the society is entirely voluntary, the problems remain.

The society is calling on the federal government to crack down on ghost agents, something that has been promised for more than a year.

In response to the recent controversy, Citizenship and Immigration Minister Jason Kenney said regulatory reforms will be announced this year.

It's about time to exorcise these ghosts. Our international reputation, and our national security, depend on it.

N.B. rule change aims to boost immigration

FREDERICTON - The provincial government has changed immigration rules to allow residents to sponsor family members to move to the province from outside of Canada.

The changes to the Provincial Nominee Program are targeted to attract skilled workers and entrepreneurs to the province.

"The immediate family members of permanent residents should be afforded an opportunity to be successful in New Brunswick," said Business New Brunswick Minister Victor Boudreau, who is also responsible for the Population Growth Secretariat.

"This program change encourages retention by attracting newcomers with a genuine desire to stay in New Brunswick. Ultimately, we want our staff processing applications from individuals who are sincere about establishing businesses in our province."

Under the program's existing categories, nominees must have a job offer or a business plan. The changes will create a new category for skilled workers who already have family within New Brunswick.

Boudreau said residents will be able to help skilled family members find jobs and integrate into the province.

"Anyone looking for a job can tell you that the process often takes time and requires face-to-face contact with potential employers," he said.

"The process is even more difficult for those who live abroad."

In 2008, almost 2,000 immigrants arrived in New Brunswick through the program. The Population Growth Secretariat has a government mandate to attract 5,000 immigrants by 2015 and to significantly increase the retention rate once they arrive.

Lorraine LeClair, the executive director of the Multicultural Association of the Greater Moncton Area, said the new categories will make the program more effective for both the province and new immigrants.

"I think it's going to be a good initiative for New Brunswick," she said. "It's also going to be a great thing for our newcomers so that they'll be able to keep their families together and have an opportunity to bring more folks to New Brunswick."

LeClair said that should help New Brunswick meet its population growth goals, as well as provide benefits to immigrants.

"It shows that there are roots that are going to be built here," she said. "It keeps that family unit as a whole and it shows that we're a welcoming community, not just for the bottom line, but for a healthier, overall family environment."

Entrepreneurial immigrants looking to set up a business in New Brunswick must now submit a deposit, which will be refunded if they establish a business within two years of arriving in the province and it stays in operation for at least one year.

Manitoba, Saskatchewan, British Columbia, Newfoundland and Labrador and Prince Edward Island also have similar programs that require a refundable deposit.

Until nine months ago, prospective students from India had to wait up to eight months for a visa to study in Canada – with many of them being rejected after a long delay or missing the course deadlines.

But a pilot program to fast-track applicants by Citizenship and Immigration Canada has dramatically reduced the visa-processing time to mere weeks for students like New Delhi's Dharam Pratap Singh, 29, who is enrolled in Centennial College's one-year project management post-graduate program.

Until the visa change was made, he says, students had to pay a fee and wait, possibly for too long, until they missed a term "and it's a year lost."



Canadian colleges laud the program, saying it will help them compete with schools in the United States, Britain and Australia in attracting international students, who pay far higher tuitions than local students.

The joint program between Canada's visa offices in India and the Association of Canadian Community Colleges has tightened the screening of applicants. Among other things, college officials must verify an applicant's financial resources and English proficiency.

"We want our international students' first experience with Canada to be a welcoming one," said Lorraine Trotter, dean of international and immigration education at George Brown College.

Under the pilot program, visa offices in India have received more than 4,000 applications with an approval rate more than double the previous year. Visa processing averages only 2 1/2 weeks.

As a result, Centennial College has seen its students from India increase from 450 to 975, with the visa-approval rate jumping from 27 per cent to 87 per cent.

"We want good students. Canada wants good immigrants. The program is marrying both," said Virginia Macchiavello, Centennial's international education director.

The number of foreign students in Canada has doubled since 1998 to 178,000, creating an estimated 83,000 jobs for Canadians last year. A 2009 government report found the students contributed $6.5 billion to the local economy.

As a result of globalization, George Brown's Trotter said many colleges have developed international strategies that include the delivery of programs overseas through partners and the globalization of curriculum for Canadian students.

"Employers are always looking for global-savvy employees," said Trotter, who just returned from a month-long tour of China and Korea to meet with overseas partners and promote the college.

Macchiavello said many visa students are keen on immigrating to Canada after graduation.

Their investment in a Canadian education can help cut integration costs, she said.

Rashmeet Kaur, a food and nutrition post-graduate student at Centennial, is one of those interested in staying in Canada.

"I like Canada," the 23-year-old New Delhi native said.

"I like its multicultural environment."

ICTC tool helps immigrants find IT jobs in Canada

The Information and Communications Technology Council (ICTC) recently launched a new online self-assessment tool that helps technology professionals from foreign countries determine whether or not they have what it takes to secure employment in Canada.

The Information and Communications Technology Council (ICTC) recently launched a new online self-assessment tool that helps technology professionals from foreign countries determine whether or not they have what it takes to secure employment in Canada.

Unveiled at ICTC's 2010 Immigration Initiatives Partnership Celebration in Ottawa, the Canada Readiness Tool includes three modules to evaluate culture, communications and competencies for those considering the move to Canada as well as those already in the country seeking work.

Internationally educated professionals (IEPs) are very strong in their technical abilities, but very weak when it comes to cultural differences, communication skills and understanding what their competencies are, said Paul Swinwood, president of ICTC.

ICTC has identified competencies for 36 different occupations in the IT sector in Canada and the tool checks against these competencies to give IEPs an idea of what occupations they would more likely fit into and where their strengths and weaknesses are, he said.

The tool also intends to fill some gaps indicated by IEPs, such as the lack of information about the labour market, how and where to find employment and what it actually takes to work at a Canadian company, Swinwood added.

It also includes guides on how to build a resume, how to interview for a position, and labour market intelligence to help job seekers determine not only where jobs are located, but which companies hire for positions that match their skill set.

Roughly 80 per cent of immigrants end up in Montreal, Toronto or Vancouver, but that's not necessarily where the work might be for their skill sets, Swinwood pointed out.

In partnership with the Government of Canada and the Association of Canadian Community Colleges, ICTC validated the effectiveness of the tool in India, China and the Philippines prior to its launch. Pilots were also conducted in Montreal, Toronto, Vancouver and Ottawa.

The feedback provided a few "fantastic examples of people getting involved with this at the beginning of their quest to come to Canada right through to employment here in Canada," he said.

Funded by the Government of Canada's Foreign Credential Recognition Program, the tool is available free of charge in English and French to anyone interested in taking it.

The Canada Readiness Tool is one part of the larger Internationally Educated Professionals Integration Initiative, an ICTC-led project involving numerous programs, resources and tools created in partnership with government, industry and immigrant settlement agencies.

"We would not be successful without our partners," said Swinwood.

The tool is "another step in our approach to integrating internationally educated professionals," he said. "We see a lot more to be done across Canada ... we want to make sure that as part of Canada's competitiveness, we do everything we can to keep this valuable resource here and make sure that our companies have these people."

ICTC forecasts roughly 170,000 people will be needed in the ICT sector by 2015 and up to 30 per cent of that demand will come from IEPs. "Unfortunately, we are seeing a decline in the number of people actually applying to immigrate to Canada as an ICT professional," said Swinwood.

Jennifer Cowland, director of technology services for Robert Half Technology Vancouver, provided a few tips to help immigrants find work in the IT field as quickly as possible.

"The job market is the toughest it's been in decades and that's especially true for immigrants who are now competing with an even larger pool of candidates than they would in a stronger economy," said Cowland.

It's "imperative to stay in a very positive mindset," she said. This includes remaining flexible on relocating within Canada, exploring new ways to apply your expertise, highlighting your transferable skills and being willing to compromise on contracts.

One big challenge immigrant IT workers face, according to Cowland, is a lack of Canadian work experience. "I strongly suggest that any individual hearing that looks into temporary contract roles and/or volunteering for a not-for-profit organization," she said.

It's also very important to have a strong command of local customs, soft skills and the English language, she noted. She also suggested networking, reaching out to a specialized IT recruiter such as Robert Half and finding one or two mentors.

There are two types of mentors you can tap into, said Cowland. The first is a professional mentor who has already been through the same situation as you and can help you learn local business customs and broaden your network; the second is a mentor working specifically in your field within a company you'd like to work for, she said.

Certifications are also "incredibly valuable and incredibly important," said Cowland. The value of certifications greatly depends on the needs of each IT department and they often have to be coupled with relevant experience, but there are a few that are in very strong demand, she said.

These include the Microsoft Certified Technology Specialist (MCTS), the Microsoft Certified IT Professional (MCITP), the Cisco Certified Network Associate (CCNA), the Certified Information Systems Security Professional (CISSP), and the Project Management Professional (PMP), she said.

The good news is that the unemployment rate for IT pros is "significantly lower than the national average," said Cowland.

According to Statistics Canada, the unadjusted unemployment rate for the Computer and Telecommunication industries was 5.4 per cent in December 2009. The national unemployment rate was 7.8 per cent that same month.

Montreal-based recruitment agency Kovasys Inc. recently reported "a large influx of foreign IT specialists working in the U.S. on H-1B visas relocating and settling in Canada."

"We have found almost a threefold increase of U.S. applicants wanting to come and work in Canada," said Alex Kovalenko, director of operations for Kovasys.

In 2008, Kovasys found 0.6 per cent of screened applicants from the U.S. applying to work in Canada. The percentage increased to 1.6 per cent in 2009, reflecting an increase of 260 per cent in one year, reports the firm.

"The number could also be higher," Kovalenko noted. Some applicants indicate Toronto and/or Montreal as their main residence even if they are still residing and working in the U.S. on an H-1B visa, he said.

Motivating factors for moving north, according to Kovasys, include Canada's high standard of living, free health care, less stringent visa restrictions and even exchange rate with the U.S. dollar.

The H-1B visa is a non-immigrant visa granting specialists temporary work in the U.S. under the Immigration and Nationality Act.

Canada Ranks 2nd out of 16 Peer Countries in Education and Skills Performance

Canada earned top marks for its Education and Skills performance, according to the Conference Board of Canada’s How Canada Performs comparison with 16 other developed countries.

How Canada Performs: A Report Card on Canada is the Conference Board’s annual benchmarking analysis, which the Board has conducted since 1996. The assessment measures Canada’s performance against leading countries in the domains of Economy, Health, Society, Innovation, Environment, and Education and Skills.

Canada did exceptionally well in Education, even outperforming its largest trading partner, the U.S., by a sizable margin. The latest Education and Skills rankings give the country an “A” grade, an improvement from last year’s “B” result. Canada remains second to Finland in overall Education and Skills outcomes followed by Japan, Switzerland, Sweden Australia, Germany, Netherlands, Belgium, U.K., Denmark, Austria, Ireland, France, Norway, U.S. and Italy. Canada closed the gap on Finland by improving substantially on two key indicators:

* The proportion of working-age population that graduated from high school increased by a full percentage to 86.6%.
* Canada’s proportion of graduates from science, math, computer science and engineering disciplines improved significantly.



Canada’s strength is in delivering a high-quality education to people between the ages of 5 and 25 with comparatively modest spending. The country obtained “A” or “B” grades on 13 of the 15 Education and Skills indicators. Some weaknesses were illustrated in the results. Canada received a “D” grade on the indicator measuring Ph.D. graduates, and its performance on this indicator has deteriorated significantly over time. The leading country on this indicator, Sweden, has three and a half times Canada’s Ph.D. graduation rate. This poor ranking has implications for the country’s ability to improve innovation, productivity, and competitiveness.

How Canada Performs: A Report Card on Canada measures how well Canada is meeting its fundamental goal of creating a high and sustainable quality of life for all Canadians. The majority of the data used for this benchmarking report is supplied by the Organization for Economic Co-operation and Development (OECD). The rest comes from other reliable sources, such as the United Nations, the World Bank, and the Yale Center for Environmental Law and Policy. The most recent year of data is used for each indicator. In some cases, such as literacy skills, the data is taken from surveys that were conducted several years ago.

Earn While You Learn: International Students Work in Canada from Arrival through Post-Graduation

International students are permitted to work in Canada from the point of arrival through post-graduation. In most cases, students will need to apply for a Work Permit to participate in a co-op/internship placement, work off campus, or apply for jobs after graduation. A Work Permit is not required for on-campus employment.

Working On Campus
International students do not need to apply for or hold a Work Permit in order to work on campus. Students may work on campus immediately upon arrival in Canada if they are:

* Enrolled full-time in a designated post-secondary; and
* Have a valid study permit.

Working Off Campus
The Off-Campus Work Permit Program allows certain international students to work off campus while completing their studies. To qualify, students must be enrolled in a participating post-secondary educational institution and meet the guidelines set out by that institution. Citizenship and Immigration Canada (CIC) publishes a complete list of eligible institutions, by province on their website.

Students are not eligible to apply for an Off-Campus Work Permit immediately upon arrival in Canada. Instead, they must have been enrolled full-time at least 6 of the previous 12 months and meet the academic requirements set out by their university or college to be eligible.

Co-op and Internship Programs
For some academic programs, work experience is part of the curriculum. In these cases, an open Work Permit can be issued with the institution listed as the employer. If several work periods are required throughout the program, the Work Permit can be issued for the same period as the Study Permit.

International students, scholars, and scientists may also obtain Work Permits for work related to a research, educational or training program.

Post-Graduation Employment Program
The Post-Graduate Employment Program is designed to provide graduating students with Canadian work experience. Students may work in Canada for up to three years after graduation. The duration of the permit is based upon the length of study in Canada. Students who have completed less than 8 months of study are not eligible.


An application guide and forms to apply for an Off-Campus Work Permit, Co-op Work Permit, and Post Graduate Employment can be found on the Citizenship and Immigration Canada website. International Student Advisors in university Student Services offices can also provide advice and information on these processes.

A Study Permit is an official document allowing someone who is not a Canadian citizen or a permanent resident of Canada to study in Canada. Most international students need a Study Permit to study in Canada. Some international students also need a temporary resident visa. A separate application for a temporary resident visa is not necessary- it will be issued at the same time as the documentation necessary to enter Canada as an international student.


When a Study Permit for Canada is Required
If you are not a Canadian citizen, a permanent resident of Canada, a family or staff member of a foreign representative to Canada or a member of a foreign armed force under the Visiting Forces Act, and you wish to take a course of six months or more, then you will need a Study Permit for Canada.


When A Study Permit for Canada is Not Required
International students do not need a study permit to study in Canada in the following cases:

* Short course or program (6 months or less)
* Courses that are not academic, professional or vocational
* Courses included in a tour package for tourists
* Nursery schools or kindergarten
* Foreign Armed Forces


Students cannot apply for a Study Permit for Canada until they receive an Acceptance Letter from a recognized school, university of college in Canada. Study Permits are issued by Citizenship and Immigration Canada, who advise students to begin the process of obtaining a permit at least six months before proposed date of entry.

Education is a responsibility of the provincial and territory governments in Canada, and the individual provinces and territories set educational standards. The process and documents required to study in the province of Quebec are different, so check the Ministère de l’Immigration et des Communautés culturelles for details. There are a variety of resources available for international students interested in studying in Canada.

Application Requirements

An Immigration Officer will review each completed application, which should include the following:

* Evidence that the student will leave Canada after study;
* An official Letter of Acceptance from a recognized school, university or college in Canada;
* Evidence of funding to pay for tuition, to support the stay in Canada, and to return home;
* Student will be law abiding and has no record of criminal activity,
* Student is not a risk to the security of Canada; and
* Student is in good health (a medical exam may be required).

Foreign Credentials Evaluation for Students Applying to Study in Canada

Maintaining the quality of postsecondary programs in Canada is primarily the responsibility of individual institutions, which must operate within legislative and policy frameworks established by their respective provincial or territorial governments. Given the increasing numbers of international students applying to study in Canada, mechanisms for maintaining quality are increasingly important.
In Canada each university or college sets its own admission requirements and its own criteria for recognizing academic qualifications obtained abroad. Therefore, individual Admissions Office determine the procedures required to assess international qualifications.
The Canadian Information Centre for International Credentials (CICIC) collects, organizes, and distributes information, and acts as a national clearing house and referral service to support the recognition and portability of Canadian and international educational and occupational qualifications. The organization collects data about procedures for recognizing academic and occupational credentials in different Canadian jurisdictions. This information is stored in a regularly updated database covering more than 800 professional organizations. In partnership with the provinces and territories, they also provide current information about postsecondary education systems in Canada for a variety of users, including Canadian missions and evaluation agencies abroad. Publications include a Directory of Universities, Colleges and Schools in the Provinces and Territories of Canada, which lists Canada's recognized, authorized, registered and licensed institutions.
Students who wish to have an assessment of qualifications for information purposes can consult a credentials evaluation service. Although these services offer expert advice on how credentials obtained outside Canada compare with credentials from a Canadian province or territory, the evaluation is advisory only and does not guarantee recognition of credentials for purposes of admission to a postsecondary institution in Canada. The credential evaluation service will advise about document and translation requirements. Credentials evaluation services charge a fee for their services. Applicants should check with institutions of choice to verify whether they will accept the assessment completed by these services. Although it may assist postsecondary institutions in understanding foreign credentials, there is no guarantee they will be acceptable.

Studying in Canada: A Guide for International Students

Each year, more than 130,000 international students enroll in Canadian high schools, colleges, and universities. With one of the most respected education systems in the world, new opportunities to gain work experience during and after studies, and permanent immigration options for international students who have graduated from post-secondary programs in Canada, the numbers are expected to rise over the next decade.

Secondary Schools: There are numerous public, private, and independent high schools in Canada that offer specific programs for international students. Students can choose to study intensive English, an integrated English and academic program, or with strong English language skills, an academic program that leads to a Canadian high school diploma.

Colleges and Universities: In the Canadian education system, which varies from province to province, colleges are geared towards individuals seeking applied careers, such as a chef or hotel management, while universities prepare individuals for more academic careers, or for entrance into graduate school or a professional program such as medicine, dentistry, pharmacy or law. The government subsidizes almost all Canadian post-secondary institutions, so entrance to some professional programs is limited to Canadian citizens or Permanent Residents.

Admission to any Canadian university or college requires completion of a high school diploma, such as the Ontario Secondary School Diploma (OSSD), or the foreign equivalent. Generally, students wishing to enter a Canadian university or college should have completed the course of studies that would make them eligible to enter university or college in their home country. Students whose first language is not English will also have to present results of an English Language Proficiency exam. Acceptable tests and scores will vary from institution to institution, so students should refer to individual colleges or universities for specific language requirements.

Master or Doctoral: As with other parts of the world, post-graduate schools in Canada are restricted to universities. Entrance to post-graduate programs will vary from university to university, and from department to department within each university. Masters and doctoral candidates should refer to the Graduate Studies Office of universities of interest for specific information.

There are numerous resources for international students thinking about studying in Canada. Citizenship and Immigration Canada, the agency responsible for issuing Study Permits and Work Permits, has a comprehensive website for international students. Organizations such as the CEC Network offer information and resources for students including costs, admission and Visa requirements, and cultural adjustment. Additionally, many schools, governments, and educational agents promote Study in Canada throughout the world through local visits, educational fairs, and internet campaigns.

Canada works to welcome more Indian students to Canadian colleges

Toronto, January 28, 2010 — The acceptance rate for Indian students coming to study at a group of Canadian colleges has doubled thanks to a new program between Citizenship and Immigration Canada (CIC) and the Association of Canadian Community Colleges (ACCC). The announcement was made today by Member of Parliament Tim Uppal, on behalf of Citizenship, Immigration and Multiculturalism Minister Jason Kenney, and by James Knight, President and CEO of the ACCC.

A joint pilot project called the Student Partners Program was launched in April 2009 between Canada’s visa offices in India and twenty member colleges of the ACCC. The goal of the program is to increase the approval rate for study permit applications at participating Canadian colleges.

“The Student Partners Program has resulted in an increase in the number of Indian students on our college campuses,” said Minister Kenney. “International students bring with them new ideas and experiences and contribute both financially and culturally to the communities and institutions where they study.”

In 2008, India ranked seventh with 3,244 people in terms of source countries for students.

The total number of international students in Canada has more than doubled since 1998 to 178,000 and their presence provided employment for over 83,000 Canadians last year. A 2009 study commissioned by Foreign Affairs and International Trade Canada found international students contributed more than $6.5 billion to the Canadian economy in 2008.

“International students contribute to the cultural life and economic success of colleges and institutes and of the communities they serve. In partnership with CIC, we have doubled the approval rate of visas for students from India coming to Canadian colleges. We will work with CIC to expand the initiative to other ACCC members,” said Mr. Knight.

During the first nine months of the launch of the program, CIC’s visa offices in India received over 4,000 applications in the program. The program has successfully met its objective: the approval rate for the first group of students under the program coming to study this past September was more than double the approval rate for the same colleges the preceding year. Furthermore, 95 percent of the students remain in good standing at an ACCC college. Processing times within the program are faster than the global norm, with an average of about two and a half weeks.

The program has several checks and balances, from requiring applicants to provide verifiable documentation, to a feedback mechanism where colleges report back on whether students show up. The safety, security and health of Canadians are of the utmost importance. All students who come to Canada through the Student Partnership Program must adhere to the same screening requirements as any visitor or student.

“This type of program benefits both our country and those who participate in it,” said Minister Kenney. “When all is said and done, these graduates may remain in Canada and apply to immigrate under the Canada Experience Class. They would make Canada their home and continue to contribute to our country’s social and economic fabric.”

Canada’s network of community colleges offers many outstanding programs to train young Canadians and their counterparts from around the world for the opportunities of today's economy.

The Government of Canada will continue to look at ways to encourage international students to study in Canada.

Quebec Offers Fast-Tracked Canadian Citizenship to International Students

In a move that may be designed to take advantage of Australia's and Britain's recent problems in the Indian-student market, Quebec is offering Canadian citizenship to international students who graduate from any university in the province.

The province's premier, Jean Charest, who is leading a delegation of university heads on a visit to India, told students and experts at the University of Mumbai on Monday that, beginning on February 14th, international students who graduate from universities in Quebec would get "a certificate of selection" that would put them on a fast track to Canadian citizenship.

According to The Times of India, Charest told the packed house that, "Any student who secures a bachelor's, master's, or doctoral degree from any university in Quebec will obtain a certificate of selection to become a citizen of Canada.” Mr. Charest said that once foreign students had the certificate, the federal government would then carry out security and health checks before awarding citizenship.

The premier's announcement may encourage Indian students to think about Canada, especially in the wake of recent issues in two popular countries of study. In Australia, racial violence against Indian students has increased, and the sudden closure of four colleges left thousands of Indian students without credentials, while in the U.K., a report over the weekend revealed that British authorities had temporarily suspended all student-visa applications from northern India, Nepal, and Bangladesh. According to the British Broadcasting Corporation, British officials feel the system has been overwhelmed and there are concerns that many cases are not genuine.

The move by Quebec reflects a broader national interest in focusing on India. Canadian universities appear to be showing an increased interest in strategic engagement with India, and Quebec universities, like their counterparts in other provinces, already have a number of partnerships with Indian institutions.

A pilot project run by Canadian immigration authorities and community colleges to speed up applications from India has doubled the acceptance rate, according to a report released by the government in late January. It showed that processing visas took an average of about two and a half weeks. The program is designed to uncover any fraud with a variety of checks, including a requirement that applicants provide verifiable documentation and a feedback mechanism in which colleges report back on whether students show up.

Additionally, the Association of Universities and Colleges of Canada (AUCC) recently published a guidebook designed to assist universities and colleges in identifying good practices for recruiting international students in India.

Tougher laws sought to punish "ghost" immigration consultants

OTTAWA — The federal government needs to introduce tough penalties for uncertified immigration consultants, the industry's professional society urged Wednesday.

The Canadian Society of Immigration Consultants said vulnerable new Canadians need protection from "ghost" consultants who "don't have to prove their competence and (are) not accountable to anyone."

John Ryan, the society's chief executive officer, said ghost agents routinely prey upon landed immigrants, providing false advice and posing as guarantors of their clients' citizenship ambitions.

There are about 1,600 certified consultants across Canada. But with more than 200,000 immigrants coming here each year, some are bound to end up working with those outside of the professional body's jurisdiction.

As it stands, there is a provision under the Immigration and Refugee Protection Act that punishes fraud by up to five years in prison and a fine of $100,000. But Ryan said the breadth of the law is too narrow, allowing agents to charge for services without ever committing their signature to paper.

Ghost agents "'front end' their advice by providing representation and consultation functions and simply withhold their name from submitted applications, said Ryan. "When things go wrong, it is the consumer who is ultimately responsible and ends a victim."

With prospective Canadians paying anywhere from $1,000 to $30,000 for a consultant's services, a failed application can all but scuttle the chances of some for becoming a citizen.

Calling it a "serious offence," Karen Shadd, a spokeswoman for Citizenship and Immigration Canada, confirmed that the minister, Jason Kenney, "intends to tighten the rules to make it more difficult for unauthorized third parties to operate."

Employers urged to use immigrants to fill jobs

With at least 425,000 jobs opening up in Canada this year due to baby-boomer retirements, employment analysts are looking to immigrants to fill the gap. Trouble is, not everyone is ready for the shift.

Studies indicate between 50 and 60 per cent of Canadian newcomers are working in fields other than what they trained for.

In cross-country workshops organized by the Conference Board of Canada, the business group is trying to raise awareness of the problem and to come up with solutions to put these skilled people in the right spot.

"We have a need not only for the highly trained workers, but for all kinds of workers such as tradespeople," says the board's Diane MacKay.

"We need them, we need them working and this is an issue that employers need to pay attention to."

'I won't get a job just because I say . . . give me a job'

In Ottawa, immigrants like Karina Regalia are trying to upgrade their skills and volunteer in places related to their field to make themselves more attractive for employers.

But the new arrival from Poland, who came less than a year ago, says it's been tough going to find a job.

"The newcomers have to change to be part of the way things are done in Canada," she acknowledges.

"I won't get a job just because I say that I am Karina from Poland and now give me a job. That is not the way its going to happen."

A new approach to fill the gap

Tech firms are more experienced at looking outside of Canada for workers -- they're well-aware that labour shortages can hold them back from expansion.

Hire Immigrants Ottawa cautions that smaller employers may not be aware of that pool of talent.

"The statistics show clearly that in the next year or two, if you hire a new employee you will hire an immigrant," says Kelly McGahey, who works with the organization.

Adds Ottawa consultant Alice Kubicek, the solution to the shortage problem will have to come quickly.

"People may hope that this is a problem that is just going to go away, but it's not. It's not going to get any easier to find and hire the talent you need, and you also need to work at how to keep them ."

Quebec to expand sponsorship program for Haitians

Quebec will allow Haitian-Quebecers to sponsor a wider range of relatives as part of an expanded immigration policy.

Immigration Minister Yolande James says her government is changing the rules because of last month's devastating earthquake, and as a result the list of Haitians who can be sponsored now includes brothers and sisters and their families, and adult children.

Quebecers who do not have relatives in Haiti will also be allowed to act as co-sponsors.

"In the face of this terrible tragedy, our government has chosen to use its discretionary power to offer a concrete response," said James.

"It's a recognition to some of the requests coming from members of the Haitian community and to see a reunification of family take place in Quebec."

Families relieved

Savienne Charlot, whose three nephews in Haiti were orphaned by the earthquake, is relieved by the decision.

"I was going to go to Haiti next week to be with them, but now I will try to bring them here to live with me and my mother instead," said Charlot.


A maximum of 3,000 Haitians will be allowed into Canada under the sponsorship program, which will run from Feb. 17 until Dec. 31, 2010.

The magnitude-7.0 earthquake on Jan. 12 killed at least 150,000 people and demolished much of the capital of Port-au-Prince.

1 million people are homeless, many huddling in crude tents and bed sheets.

Previously, Haitians in Quebec who wanted to sponsor relatives could only bring in their own children, spouses, parents and grandparents.

Hotline

A 24-hour hotline has been set up to connect the public with registered immigration consultants.

The number is 1-877-311-7926.

Also on Wednesday Quebec said it would waive tuition fees and student fees for foreign students from Haiti for the winter semester.

The measure affects 350 students in Quebec, and will cost taxpayers about $1.3 million.

Skills shortage to leave Ontarians jobless by 2021: report

A shortage of skills and lack of education will mean that more than 700,000 people in Ontario will be unemployable by 2021, according to Seneca College President emeritus Rick Miner.

That figure would add to the 5% of people who are traditionally unemployed, boosting the total of jobless to 1.1 million, he said in a speech to the Canadian Club of Toronto.

"If current trends continue, hundreds of thousands of people will lack the necessary skills to find any work," Miner said presenting a report. "The unemployment crisis in Ontario will be far more severe than the current recession."

Although Miner’s study focused on Ontario, a similar trend has been noted in separate studies Canada-wide. A lack of skills coupled with the retirement of the baby-boomer generation may mean the country will have to rely on immigration to fill the available jobs, reports have found.

"The reality is that immigration could account for virtually all labour force growth in Canada within the next decade," Immigration Minister Jason Kenney said recently.

Miner say immigration alone won't be enough to fill in the employment gaps and that more education is needed.

The study said it can be conservatively estimated that at least 75% of workers in Ontario will need postsecondary education and/or training by 2021 if they are to be employable in Ontario's new innovation economy.

However, if current trends continue, only about 64% is actually expected to have acquired postsecondary credentials by that point.

Miner said Ontario must begin taking action now to address this challenge.

"We need to make significant changes," he said. "If we don't, the result will be an economy that can't compete globally and a society that can't provide opportunities for people to find employment."

Workers look abroad as Dubai slows down

DUBAI // Six years of unabated growth at breakneck speed, fuelled by high oil revenues and an unprecedented rise in the property and construction sector made Dubai a destination of choice for ambitious people. Property marketing wizards, geniuses who reinvented the term “fast-track” in the construction sector, bankers, professionals in retail and hospitality, and even researchers and academicians all had one goal: be here and be part of an incredible success story.

But the days of pulling strings to grab a corner office in a Dubai International Financial Centre investment bank, or be the top man of a property firm selling projects worth billions of dirhams without even putting a shovel in the ground, are a distant memory.

Having updated their resume and business card  some of the expatriate talent
who had called the UAE home during the boom years were rather unceremoniously made to leave when the contraction hit the economy with real
force in the last quarter of 2008. Some of those who survived the mass redundancies are now looking elsewhere, to Singapore, Hong Kong or even
a return to Europe or the Americas.

Does that mean the UAE is facing a real threat of brain drain? Immigration consultants and executive placement experts think so.

There has been a “substantial increase” in the number of cases filed by expatriates living in the UAE to migrate to countries such as Canada, Australia and New Zealand since the financial crisis hit the Gulf.

“There has always been a global demand for immigration, but it is more so now in the UAE since the beginning of last year. Expatriates opting to immigrate feel insecure about long-term prospects of their jobs and financial security here,” says Sony Nellissery, the resident director at Aries International, an immigration consultancy firm in Dubai.

Expatriates from all sectors of the economy are interested in migration, but construction professionals are perhaps more enthusiastic than others.

The construction and property sector and record high oil prices were the primary drivers of the UAE’s 7.4 per cent growth in GDP in 2008. However, construction projects, both commercial and residential, estimated to be worth hundreds of billions of dollars have either been suspended, shelved or scaled down since the beginning of last year in response to virtually non-existent project finance.

There is no official data available on how many people have lost jobs since the last quarter of 2008, but economists say tens of thousands of positions disappeared as developers and construction contractors had to adjust to painful market realities. Shuaa Capital, the UAE’s largest investment bank, said in a report last week it expected the population of Dubai to contract by 3.6 per cent this year.

Some countries, such as Canada, have cut the time for processing immigration applications from two to three years to about a year, which, the consultants say, is one of the major reasons why they are receiving applications in bulk.

Construction professionals are joined by financial managers and workers in the health care and hospitality sectors as those most interested in emigrating from the UAE.

These sectors have taken a major beating in the wake of the economic contraction as businesses took drastic measures to cut the cost of operations in order to compensate for declining demand and shrinking business volumes. Redundancies in these sectors were as widespread as in construction and property.

“There are about seven categories in health care and as many in hospitality. Open categories such as financial and construction managers are attracting many applicants from the UAE,” says Anup Suphia, the branch manager for Worldwide Immigration and Consultancy Services Canada that operates from Dubai Airport Free Zone.

He says the shortened period for the application process, social security, unemployment benefits, free health care and education for children are some of the attractions the would-be migrants do not get in the Gulf markets.

“They might be making less than what they make here [in the Gulf ], and end up paying taxes, but they become citizens and enjoy all benefits that comes with it,” he says. “Here they will always remain expatriate.”

There are more than 40 immigration consultants operating in Dubai and they are all are busier than ever, which is a reflection of how much interest there is in immigration, Mr Suphia says.

“It is even more difficult to qualify for immigration under the new skilled professional category system in Canada, but the interest from applicants is huge.” And those who do not qualify in the 38 professional categories to call Canada their new home have an option to apply to live there as investors. People with liquid assets of at least C$500,000 (Dh1.7 million) can be classified as investors. Consultants in Dubai say they are getting more applicants in that category.

The Canadian authorities, undeterred by economic contraction, are planning to accept a little over 250,000 new immigrants this year.

“The focus of the 2010 plan is on economic immigration to support Canada’s economy during and beyond the current economic recovery,” Jason Kenney, the Canadian minister of citizenship, immigration and multiculturalism said last year.

The highest number of migrants the country has received in a single year is 429,649 in 2007.

The UAE expatriate population is dominated by South Asian and Arab expatriates, who in most cases have less than reliable economic buoyancy in their home countries. The security situation in their respective countries is another reason why expatriates are hesitant to move back.

“For example if a Pakistani expatriate is interested in immigrating to Canada, he is more driven by security issues than economic concerns,” says Mr Nellissery.

“But whatever the reasons are, the make-up of the labour market is changing rapidly.”

Jack Montgomery, a senior consultant at Stanton Chase International, one of the largest global executive search firms, agrees.

“The talent pool available is definitely shrinking. It is difficult to get the right people for the job.”

The main reason for that, he says, is the exit of middle and senior management from the job market when companies merged positions to cut costs during crisis days. Also, employees are now more interested in a “safety net”, such as an unemployment allowance in case they lose their jobs, a practice more prevalent in western countries and non-existent in the Gulf market.

“An expatriate from the European Union might be a little less stressed about having a safety net than an expatriate from an Asian country,” Mr Montgomery says. The pressure of losing a settled job and moving on to a new job market is the same for any expatriate, but Asian middle managers would consider it more favourably as they would have better social benefits in countries such as Canada, he says.

“Top managers are not really interested in immigrating to other countries for social benefits. Even if they lose jobs, they have the qualifications and experience to get relatively easily into a new job market with or without a social safety net.”

English classes for immigrants aren't old school

Online program costs less to offer while letting newcomers polish their skills, continue to work.

With the click of a mouse, Lilla Gyotar can simulate buying a TTC ticket and visiting a job centre. If she stumbles on a new English word, an animated parrot will pop up on the computer screen and teach her how to pronounce it.

"The online program is helpful because you can go on it any time. You can see your mistakes and learn from them right away. Sometimes when you talk to people, they don't correct you," said Gyotar, 18, who came here from Hungary in 2008.

The Port Credit Secondary School student has joined a growing number of immigrants turning to cyberspace and home study to learn English while juggling a job, school, family and a new life in Canada.

Over the past five years, the number of immigrants to Ontario taking a government-funded English home-study program has jumped from 440 to 1,100 – including 150 in Toronto, where the program only became available in 2008.

Language Instruction for Newcomers to Canada (LINC) classes are offered to immigrants at no cost, but only 20 per cent of adult newcomers take the program annually – many drop out due to other obligations. The home study version allows students to study on their own time. It also costs much less – $1,972 per student, compared to $4,113 per seat for LINC, according to a government review.

This month, the e-learning program has been expanded, with a pilot project for young newcomers like Gyotar. Another, for immigrant seniors, will follow. Like the $2.5 million home-study program, the $300,000 pilot is administered by Mississauga-based Centre for Education and Training.

Participants in the online LINCing Youth program (www.ylinc.ca) can practise reading, writing, listening to and speaking English through interactive scenarios and tools such as YouTube; their progress is monitored. Information on student loans, college applications and other settlement needs is also available. The 25 students in the pilot must attend a weekly group meeting with instructors.

Opinions vary on which is better: 41 per cent of LINC students surveyed favoured the flexibility of home study, while 28 per cent preferred the conversation opportunities of classroom instruction. The rest had no preference.

An immigration spokesperson said new technology won't replace classroom instruction because the online program is offered only to those who can't attend regular classes due to shift work, lack of transportation or child care, who have a chronic illness, or who live in places where classes are unavailable.

Illya Dudukalov, an engineer from Ukraine, spent two months in an English class in Barrie before his assembly-line job forced him to switch to home study.

"It takes a lot of motivation and determination. I like learning in a class because you can interact with others and get immediate feedback from the teacher," said the Vaughan resident. He advises others to start with a class and, after getting a job, continue through home study.

Canada to speed immigration applications for Haitians

Canada will expedite immigration applications for Haitians with family in this country and Haitians on a temporary visit to Canada will be allowed to extend their stay says Minister Jason Kenney, who looks after the Citizenship, Immigration and Multiculturalism portfolio.

"Canada has welcomed a large community of Haitians to this country and is working to reunite families affected by this disaster as quickly as possible," he said in a news release on Saturday.

"Haitian nationals who are currently in Canada will also benefit from special measures."

According to the statement, priority will be given to new and existing sponsorship applications from Canadian citizens, permanent residents and protected persons who have close family members in Haiti.

The change will take effect immediately, though Kenney cautions applicants must identify themselves as being directly and greatly affected by the tragedy in Haiti and must notify Citizenship and Immigration Canada (CIC).

New sponsorship applicants should write "Haiti" in clearly visible letters on the mailing envelope.

Those with applications in process, meanwhile, should notify the CIC Call Centre at 1-888-242-2100 (in Canada only, from 7 am to 7 pm ET Monday through Friday) or by email at question-Haiti@cic.gc.ca if they or the family they have sponsored have been greatly affected by the earthquake.

Kenney says pending adoption cases with the visa office in Haiti's capital, Port-au-Prince, will also be given priority consideration.

The government warns the Canadian Embassy in Haiti is providing very limited services right now because of damage sustained in the natural disaster. Officials say CIC is trying to open another office in the area in order to speed up visa and immigration applications.

Kenney says Haitian nationals who are temporary residents in Canada can extend their stay. Fees typically associated with applications of this nature will be waived and those struggling financially will be allowed to apply for a work permit.

Ottawa to ease immigration rules for Haiti

OTTAWA–Haitians with close family members in Canada will be moved to the front of the immigration line as the federal government steps up its immediate and long-term commitments to help those in the devastated Caribbean nation.

In an update on the crisis, Foreign Affairs Minister Lawrence Cannon said Saturday that 1,362 Canadians are still missing in Haiti, down from 1,415 the previous day.

In all, 781 Canadians out of an estimated 6,000 in Haiti at the time of Tuesday's quake have been located, Cannon said. The government's emergency operations centre, which tries to track down individuals unaccounted for in Haiti, has received approximately 21,000 calls.

Prime Minister Stephen Harper announced Ottawa will temporarily fast-track applications for Haitians under the family reunification provision of the Immigration Act, which allows Canadian citizens or permanent residents to sponsor close family members in Haiti as immigrants to this country.

Priority will be given to new applications and to the 2,000 applications now pending, Immigration Minister Jason Kenney said.

In total, up to 5,000 Haitians could come to Canada under this expedited process, Kenney estimated.

But he said applicants will need to demonstrate that they were "significantly" affected by the earthquake.

New sponsorship applications should be mailed to Citizenship and Immigration Canada with "Haiti" written prominently on the envelope. And sponsors and applicants who have applications in process should notify immigration officials so their cases can be moved to the front of the queue.

Kenney said priority will be given to pending adoption cases with the visa office in Port-au-Prince, and a satellite office to handle applications from Haiti will open soon in Santo Domingo, capital of neighbouring Dominican Republic.

"Canada has welcomed a large community of Haitians to this country and is working to reunite families affected by this disaster as quickly as possible," Kenney told reporters at the news conference.

But his announcement may disappoint some refugee advocates, who had hoped Ottawa would significantly expand the group of people allowed to immigrate under the family reunification process.

The government said Saturday that the speeded-up immigration process applies to spouses, unmarried dependent children, parents or grandparents and an orphaned child under 18 who is a brother, sister, niece, nephew or grandchild of a family member in Canada.

NDP immigration critic Olivia Chow said the move is a step in the right direction, but the family reunification program needs to be widened to include siblings.

"Most Canadians would think a brother is part of the family, but right now it's not included in the strict definition of family class," Chow said.

Calgary, Waterloo, Ottawa, Vancouver, St. John’s and Richmond Hill have what migrants are looking for when choosing where to locate, according to the Conference Board’s second report assessing the attractiveness of Canadian cities. Read the report here.

“Cities that fail to attract new people will struggle to stay prosperous and vibrant,” said Mario Lefebvre, Director, Centre for Municipal Studies. “These six cities come out on top across all rankings, so they appear to have an overall winning combination that is attractive to migrants. Although it would be hard to imagine a more diverse group of cities, each has particular strengths that make them magnets to newcomers, both from within Canada and abroad.”

City Magnets II: Benchmarking the Attractiveness of 50 Canadian Cities, analyzes and benchmarks the features that make Canadian cities attractive to skilled workers and mobile populations. The performance of these cities is compared on 41 indicators grouped across seven categories: Society, Health, Economy, Environment, Education, Innovation, and Housing.

The challenge in determining overall attractiveness is that when individuals are choosing a new city, they value attributes of city living differently. Weights were computed for each of the seven categories. For migrants with a university degree, the Education category matters the most (21 per cent) in the decision to locate, followed by Society (20 per cent), Innovation (19 per cent) and Economy (13 per cent). Migrants without a university education consider, in an overwhelming fashion, that the Economy category matters the most (33 per cent) and followed by Society (20 per cent).

“In deciding where to live, university-educated migrants prefer cities with higher Education and Society outcomes. Migrants without a university education place more value on a city’s economic strength,” said Lefebvre. “However, the study shows that a city that is attractive to a certain type of migrant ends up being attractive to all, so policy makers must be cautious in crafting policies aimed at attracting university graduates only.”

Overall Grades

The six “A” performers – Calgary, Waterloo, Ottawa, Vancouver, St. John’s and Richmond Hill, Ont. – range between big and small cities, from the West Coast to the East Coast, and include both urban and suburban centres. Specifically:

* Calgary’s strong economic results come as no surprise given its performance over the past decade, but the city also ranked first in Innovation and second in Housing.
* Waterloo’s worldwide reputation for high-tech excellence in education and business is well deserved. Ranked number-one in Education, Waterloo also posted strong results in Economy, Innovation and Housing.
* Ottawa reaps the benefits of a strong and well-educated public sector. The nation’s capital excels in Innovation and Education, and, apart from Health, scores well across all categories.
* Richmond Hill, a fast-growing city north of Toronto, has become the second most diverse city in Canada. A well-educated workforce contributes to its high scores in the Education and Innovation categories.
* Vancouver enjoys an enviable climate and a vibrancy that comes from its young, diverse, and multicultural population.
* St. John’s has achieved a strong productivity level that even surpasses that of Calgary and Edmonton. It is also a stellar performer in Health and Environment categories.

The “B” class includes 14 cities – Edmonton, Victoria, Markham, Vaughan, Kingston, Oakville, and Guelph are consistently in the top half of this group. The City of Toronto also earns an overall “B” grade. Although held back by lacklustre results in the Health and Environment categories (too few physicians for such a large population, and too many days of poor air quality), the City of Toronto leads all cities in the Society category, particularly the proportion of foreign-born population and the proportion of population employed in cultural occupations. In all, the Toronto census metropolitan area (CMA) obtains five of the top 14 spots. The Toronto CMA attracted 35 per cent of Canada’s immigrants (about 85,000 per year) between 2001 and 2006, but this is partly offset by migrants – 25,000 annually – leaving for other Canadian cities. London, Halifax, Lévis, Regina, Québec City, and Burlington also receive “B” grades.

A total of 21 cities get “C” grades, including three of Canada’s largest urban centres: Winnipeg, Montréal, and Hamilton. Although an overall “C”, Mississauga – with its high number of immigrants – gets a “B” in attractiveness among university-educated migrants. Four of Vancouver’s suburbs – Richmond, Burnaby, Coquitlam, and Surrey – earn “C” grades, as does nearby Abbotsford. Generally, Vancouver’s suburbs lag behind in Health and Economy. Sherbrooke, Gatineau, Kitchener, Barrie, Saskatoon, Moncton, Brampton, Kelowna, Thunder Bay, Peterborough, St. Catharines, and Sudbury also get “C” grades.

The “D” class includes nine small or mid-sized cities – four in Ontario: Oshawa, Brantford, Windsor, and Cambridge; four in Quebec: Longueuil, Saguenay, Trois-Rivières, and Laval, and Saint John, New Brunswick. Along with struggling economies in most cases, seven of these nine cities have shown little population growth, while the other two posted a decline in population (Saint John and Saguenay). These nine cities are also clustered near the bottom of the Innovation and Education categories.

Performance By Category

* Society – Canada’s largest cities post the best results, with Toronto and Montreal capturing the only two “A” grades. Toronto’s suburbs rank highly, as do Vancouver and Victoria.
* Health – Small and mid-sized cities dominate this category, which mainly measures per capita access to care. Only Kingston and St. John’s get “A” grades. Vancouver and Quebec City are the only big cities to rank in the top 10. Suburban cities, which rely on services located in the urban cores, face the greatest challenges – 10 of the bottom 12 are neighbours of either Toronto, Montreal or Vancouver.
* Economy – Although the rankings are based on 2006 data and pre-date the recession, the Conference Board expects cities with strong economies back then to rebound and post the strongest showing following the downturn. Calgary, Edmonton and Vaughan earn the only “A” grades in the ranking; Edmonton’s strong economy makes it particularly attractive to non-university educated migrants. Five Toronto-area suburbs make the top 10. Ottawa and Waterloo also rank in the top 10.
* Environment – Seven of the eight cities in British Columbia included in this report earn “A” grades and dominate the top 10 rankings, due largely to good air quality and a mild climate. Montreal ranks last and Longueuil is also near the bottom. Mississauga, Burlington, Vaughan and Oakville also earn “D” grades.
* Education – The “university towns” of Waterloo and Kingston outclass their counterparts and earn the only two “A” grades. Small and mid-sized cities dominate the results for teachers per student population, with four small Ontario cities (Burlington, Waterloo, Peterborough and Guelph) grabbing all the “A” grades on this indicator.
* Innovation – Calgary, Richmond Hill and Ottawa get “As” for Innovation. Cities with broad manufacturing or resource-based economies generally fare less well in this category.
* Housing – Small and mid-sized cities generally do the best in this category, thanks in particular to relatively affordable housing. The Quebec City suburb of Lévis leads all cities, and five other Quebec cities rank in the top 10. The opposite is true for all eight B.C. cities, where homes are generally expensive. As a result, these cities fall in the bottom half of the rankings and five of them, including Victoria and the Lower Mainland cities, get “D” grades.

The research was funded by 15 municipal and regional organizations from across Canada. The full report (120 pages) is available from the Conference Board’s e-library for a price of $225.

North Bay turned a page Monday in its strategy to attract immigrants to help fill the void being created by a baby boomer generation nearing retirement.

A new website portal was unveiled at the Best Western Lakeshore Drive that highlights why the city is a good choice for a new home or business investment, as well as links to services assisting immigrant transitions.

Three consulting firms were involved in the research and design of the site funded by a $270,000 grant from the Ontario Ministry of Citizenship and Immigration.

Nipissing MPP Monique Smith said it's part of a $10-million initiative across the province allowing 18 communities to showcase their assets.

The goal is to get new Canadians to consider places outside Toronto, where the majority of immigrants settle.

Mayor Vic Fedeli said boomers are leaving their jobs

by the thousands" across Canada and North Bay firms are telling him they may not be able to keep their offices here without trained individuals to replace retirees.

We need immigrants in North Bay," Fedeli said, describing how five senior staff are soon leaving city jobs and it's the same at Ontario Northland, the Ministry of Transportation, Canadore College and Nipissing University.

He said the fears about finding professionals echo in the private sector with Redpath Engineering and Cementation warning him that North Bay doesn't have the bodies to fill positions.

It's very important to be proactive to solve that problem . . . in North Bay we are ahead of the curve," he said, referring to the North Bay Newcomer Network, North Bay and District Multicultural Centre and the new website.

Nipissing-Timiskaming MP Anthony Rota said the portal gives prospective immigrants a broader view of the opportunities here, describing how his grandfather arrived on Ellis Island in New York in 1902.

Rota said the only information his grandfather had was word from a friend who worked for the railway in North Bay.

It really makes it easier," he said, adding that it may also help landed immigrants living in other parts of Canada who may want to relocate.

Marla Tremblay, the city's economic development officer, said the province will soon offer translation into 14 languages for some of the static portions of the website.

But Tremblay said many parts of the website involve data that changes regularly, making translation expensive, and she said they wouldn't want newcomers to expect services in their language.

She said three separate requests for proposals were tendered for the research necessary to build a site that serves a specific purpose, gathering of information from service providers and site design.

It’s time to maximize benefits from international students

The Honourable Stockwell Day, Minister of International Trade, released an important study last week that demonstrates how international students contribute significantly to Canada’s economy.

The report, The Economic Impact of International Education in Canada, contains some remarkable numbers, beginning with $6.5 billion – the total amount spent by the 178,000 international students in Canada last year. This figure is greater than the values of the export of coal and coniferous lumber – two of our traditionally largest export sectors. According to the report, education services are Canada’s number one export to China and the second largest export to South Korea. The presence of international students at Canadian institutions provided employment for over 83,000 Canadians and generated more than $291 million in government revenue.

The magnitude of these figures provides additional evidence to support our call for a new investment to assist our member institutions in attracting this global talent to pursue their education and research here in Canada.

These economic outcomes are only the most recent indication of the benefits associated with international students, while they are here studying and after graduation, whether they choose to return home or put their expertise and knowledge to work in Canada.

While studying here, students from abroad bring diverse perspectives, expertise and skills to Canadian classrooms and labs and contribute to creating global, 21st-century institutions of education and research across Canada. This positive effect is not restricted to just the largest urban centres. The presence of international students at our institutions in smaller communities brings together many cultures from around the world which in turn, infuses the broader community with diversity.

When they graduate from our schools and return to their countries of origin, many become business, governmental and academic leaders, creating international networks that strengthen Canada’s economic and diplomatic ties abroad.

When they choose to stay here, foreign graduates bring significant economic and social benefits to Canada as an ideal source of highly qualified people for the skilled labour market – already integrated into our communities and without any of the barriers related to foreign credential recognition. A forthcoming report from the Canadian Bureau for International Education indicates that 52 percent of university students and 71 percent of college students intend to stay to work in Canada for up to three years after they graduate. Given that international students largely graduate in business and engineering, they represent a top talent pool matched to our labour market needs.

Now added to the list of benefits is this fresh evidence of the immediate economic impact of international students to Canada. As we begin to emerge from the current economic downturn, the potential of this significant sector of our economy needs to be realized.

The Government of Canada recognizes the linkages between international students and our economic competitiveness and we welcome the Minister’s commitment to work with us to market Canada as the destination of choice for students. Progress has been made through recent government measures such as the development of a new education brand, improvements to immigration policies and processes, and the creation of the new Vanier Canada Graduate Scholarships. Still, the efforts of other countries continue to eclipse those of Canada through major government-funded branding and marketing initiatives.

Now is the time to maximize the many benefits of bringing Canadian education to the world. On behalf of the key national educational associations representing the spectrum of institutions across the country – universities, colleges, public school boards and language schools, we are calling for a significant new government investment in an international student recruitment strategy that promotes the excellence of Canada’s education system to the many talented students abroad.

Canada assesses official language requirements for temporary foreign workers

On December 30, 2009, Citizenship and Immigration Canada (CIC) issued new guidance on assessing the language requirement for temporary foreign workers.

Current Canadian regulations state that immigration officers shall deny an application for a work permit to a foreign national if there are reasonable grounds to believe that the applicant cannot perform the duties stated in the work permit application. In this regard, immigration officers are instructed to assess temporary foreign workers’ knowledge of French or English before issuing a work permit, irrespective of the National Occupational Classification (NOC) skill level of the intended position in Canada.

In their assessment, immigration officers may consider the working conditions and/or any efforts undertaken by the employer to accommodate the limitations of the applicant’s proficiency in English or French, as well as resulting potential safety concerns. Immigration officers may also consider the terms in the actual job offer, in addition to the more generalized requirements stated in the NOC, in order to determine whether the applicant’s lack of language skills could compromise his/her ability to perform the job.

However, immigration officers are not authorized to consider perceived challenges the applicant might face in interacting with the broader community if it is not relevant to his/her job performance.

It is likely that immigration officers will require, going forward, proof from official testing (IELTS for English or TEF for French) for candidates whose native language is neither English nor French.

Canada Bucks Global Trend on Immigration

The Canadian city of Edmonton —· popular among Arab tourists thanks to a gargantuan mall — was the coldest place on earth in mid-December, along with a Siberian place called Dzalinda.

The mercury hovered at -46 degree C, but the wind made it seem more like -58 degree C. But such extreme temperatures have not stopped Canada being the warmest towards immigrants, in fact, making it the only country to buck a global trend towards lowering the gates.

In recent months, several European governments, including Spain, Ireland, Denmark and the Czech Republic, have paid immigrants enticing sums of money to go back to where they came from. Not Canada, though. The government has said it will continue to welcome a quarter-million new immigrants a year, but will conversely tighten the refugee determination system that is seen by many as too liberal.

With high unemployment and a large number of citizens on welfare in all of the so-called First World, admitting newcomers who are likely to contribute to both is seen as politically un-doable. Canada, however, is following a different tack. “We are planning for the economic recovery,” says a spokesperson for Immigration Minister Jason Kenney, alluding to several positive indicators that have surfaced in recent weeks foretelling an economy on the rebound. Compare this with Australia’s 15 per cent cut in immigrant intake in the wake of the economic downturn.

However, Ottawa’s stay-the-course approach is bound to be balanced by a tougher attitude to refugee applications, which were set to record a dramatic increase until the government stepped in with visa restrictions on travellers from the Czech Republic and Mexico. The fear of human smugglers taking advantage of a sympathetic refugee system took on new urgency in October when a batch of 76 Sri Lankan Tamils landed in British Columbia aboard a ramshackle freighter. Every one of them filed refugee applications, but few have made it beyond the gates of a detention centre as the government goes the extra mile to conduct background checks and ensure they are not Tamil Tiger guerrillas out to turn Toronto into an alternative capital for their grievances. In the words of a government spokesperson, “We can’t allow the creation of a two-tier immigration system: one tier for people who wait patiently and legally in the queue to come to Canada and another for profiteers, for those who engage the services of snakeheads and human trafficking groups.” Besides domestic pressure for a refugee screening system that is less prone to exploitation, American concerns over Canada serving as a backdoor into the US homeland has resulted in tougher questioning of applicants.

The overriding message to what the Economist recently called the world of “footloose talent” is that Canada remains open to immigrants, even at a time when Western economies stare at the prospect of sustained 10 per cent unemployment well into the next decade. To the Canadian mind, this is a myopic view that will prove counter-productive in the long term. The need for immigrants to replace an aging population and thereby ensure that there are always more workers paying into pension funds than retirees remains a paramount calculation. It may also be that a recession may not be a good time to cut back on immigrant intake, which has the desirable effect of transferring wealth from rich nations to the 
developing world.

This transfer is worth an annual $283 billion, but may be impacted if immigrants lose their jobs or there is a fall in the overall numbers gaining residence in industrialised nations. In a macro-economic sense, immigration has the unintended consequence of lifting families out of poverty thereby diminishing the “push” factors that drive people to flee their countries of birth.

But with many magnets for mobile human capital, Canada and its provinces are learning to be nimble in the pursuit of top talent. A recent instance was the relocation of 80 Indian IT consultants from Hartford, Connecticut, to two Atlantic cities — Charlottetown and Halifax — following the collapse of the Hyderabad-based Satyam Computer Services. Living in the US on work-dependent visas that were threatened following the troubles of the Indian computer giant, the governments of Prince Edward Island (PEI) and Nova Scotia are reported to have worked actively with a Canadian company to make a smooth switchover. Another factor that makes Canada an attractive home for immigrants is its religious tolerance. According to a recent study conducted by the Pew Center for Religion and Public Life, Canada ranks among the most tolerant on a global scale.
