Opinion: The big picture shows immigrants are a good bet

I’m an immigrant.
Let’s get that out of the way first in this reaction to the Fraser Institute’s disingenuous study asserting that immigration costs Canada as much as $23.6 billion a year.
Researchers Herb Grubel and Patrick Grady — both of whom are also immigrants and presumably don’t consider themselves a burden on the economy — conclude that in 2006, immigrants received on average $6,051 more in benefits than they paid in taxes.
On the basis of this snapshot, they advocate restrictions upon immigration. However, the narrowness of the data set suggests the broad conclusions don’t have sound foundations.
Indeed, the arguments sound suspiciously like those of the old Reform Party, which gave gloomy voice to utilitarian assumptions about acceptable skill sets and wealth required of prospective immigrants.
Of course, anxiety about the potential financial burden of newcomers is well established, if misplaced, in framing immigration policy for Canada.
Similar concerns were expressed about Irish immigrants in the mid-19th century. Central Europeans, Russian Jews, Scandinavians — even the English — have all been subjected to worries that they got more from their new country than they contributed.
So, here we are in 2011 faced with two successful immigrants, both indisputably valued and productive members of Canadian society — let’s leave aside the amusing irony of the Fraser Institute issuing tax-deductible receipts to wealthy contributors so they can pay less tax — fretting that new immigrants don’t pay enough tax to cover their cost to Canadian society.
This sounds like the venerable “I’m in the lifeboat, pull up the ladder” argument.
I say venerable because the notion that the most recent arrivals are paying insufficient tax and drawing excessive benefits remains one of the persistent memes in Canadian society.
And it is almost always based on selective statistical evidence while ignoring the unassailable fact that of the 34 million people in Canada, 33 million are either immigrants or the descendants of immigrants who helped to build a national economy which ranks in the top eight globally.
I’m not alone in my doubtful reaction to the Fraser Institute’s study.
Robert Vineberg, a senior fellow at the Calgary-based Canada West Foundation, notes that the average income of immigrants in Canada more than 15 years before the 2006 census was actually higher than for native-born Canadians.
On average, those immigrants paid more in taxes than they got in benefits, Vineberg observes.
“This turns the Fraser Institute’s analysis on its head and suggests that immigrants are net contributors to government revenues if their entire working life is considered,” he says. The data used can lead to diametrically opposed conclusions, he notes, and suggests “the whole principle of such analysis is faulty.”
Vineberg argues that immigrant contributions are much broader than their tax contribution. For example, an immigrant nanny earning less than average income often enables both native-born parents to earn higher salaries and therefore to pay higher taxes.
So it all depends where you take your snapshot.
When my father brought me to Canada as an infant 63 years ago, the only job he could find was on a garbage scow, although he was a qualified machinist. He worked filling paint cans and delivering bread at considerably less than the average income. He had five kids in school. That snapshot would show him – and me – as a social cost rather than a benefit.
Later he became an award-winning journalist, still writing at 87. And those five kids – two are newspaper columnists, one works for the navy, another provides research and management consulting to big health care organizations, one is a successful artist. By that snapshot, he’s a benefit rather than a social cost.
Vineberg concludes: “By zooming in on one small part of a complex phenomenon, the Fraser Institute ... has come to conclusions that may appear correct but, if the assumptions involved are examined closely, are unfounded. This does not make a constructive contribution to the needed debate.”
Indeed.

Canada's economy creating more jobs: report

The Canadian economy is not only creating more jobs, but it is also creating better jobs, according to report from CIBC.

The bank's employment quality index found that the quality of jobs being created in Canada has improved over the last 12 months, and the measure is now back to pre-recession levels.
Canada was one of the first among advanced countries to come out of the recession in the summer of 2009, and one of the first to see a rebound in employment.
But initially, those jobs tended to be part-time and in lower paying sectors of the service industry.
In the last 12 months, Canada has added an impressive 283,000 jobs. CIBC said the quality of those jobs have also improved, by 2.7 per cent measured against their index.
The bank says there's been an improvement in the number of full-time jobs created over part-time.
There has also been a strong increase in paid employment rather than self-employment.
The the biggest mover of the index, CIBC said, is that new high-paying jobs have outnumbered low-paying jobs by about three-to-one.
The ongoing improvement in employment quality suggests that on average every new job generates more buying power than was the case a year ago, CIBC economist Benjamin Tal said.



Mentors help immigrants find success in Canada

Many immigrants come to Canada with years of work experience, talent and new ideas, but often run into language barriers and challenges adjusting to the local culture.
Frustrated and desperate to feed their families, many new Canadians end up taking minimum-wage jobs far from where their expertise lies.
It’s a situation that Ratna Omidvar sees everyday in her line of work.
That’s where mentoring programs can help, said Omidvar, president of Maytree, a Toronto-based private organization that invests resources to reduce poverty.
“Skilled immigrants bring talent, connections to world markets and new ways of thinking to solve problems,” she said at the Sheraton Suites in Eau Claire, where the 2011 ALLIES Mentoring Conference is taking place. “We need to collapse the time for them to succeed.”
Omidvar credited a mentor for helping her find her career path when she first arrived to Canada from Iran nearly 30 years ago.
Her mentor took the time to organize mock interviews, work with Omidvar on resume-writing skills, and even taught her about the “unwritten rules” of Canadian workplace culture.
The experience inspired Omidvar to take on many mentees throughout the years, many who have found success in Canada.
More than 120 delegates from across the country are in Calgary today and Friday to discuss how mentoring between employers and skilled immigrants can benefit workplaces and also help newcomers realize their full potential.
A local partnership between the Calgary Region Immigrant Employment Council (CRIEC) and Bow Valley College pairs mentors in the city’s corporate world with immigrants new to Canada.
Katalina Bardell, a mentoring project lead and employment facilitator for the program, said the partnership has facilitated over 100 matches.
Mayor Naheed Nenshi lauded the program and many others that are sprouting up across the country, but he said more needs to be done to help put new immigrants in jobs that best suit their abilities.
“We need to ensure everyone who comes to this country has the ability of achieving his or her own potential,” he said.
Immigration policy changes also need to be made to better recognize foreign credentials, he added.

Wealthy Chinese Choose Investment Immigration

A report issued by China Merchant Bank and global management consulting firm Bain & Company indicates about 60 percent of China's multimillionaires are considering becoming or have already become immigrant investors. As Zhang Cheng reports, most immigrant investors are heading to developed countries.

More Chinese are turning to investment immigration for visas to reside in developed countries such as the United States and Canada.
To get a visa, they must invest in certain funds or business programs in the country so they eventually can become permanent citizens.
Huang Xiaoliang, an attorney in her thirties, is considering becoming an immigrant investor.
"I used to study abroad, and I like the lifestyle. You will have less pressure in your work and social life. As an attorney, it is more difficult for us to do skills-based immigration."
Skills-based immigration means a citizen of a foreign nation is granted permanent residency in another country because he or she possesses in-demand professional abilities and language proficiency.
Huang Xiangliang says she is still thinking about which country she would like to immigrate to and the field in which she would like to invest.
Robert Mu, a registered immigration lawyer from AAE Group, an investment immigration consultancy, says most of his clients choose to do invest immigration in the U.S., Canada, Australia, New Zealand, Singapore and the UK. They choose different fields according to each country's relevant regulations.
"Different countries have different policies. For example, in Canada, they just invest in government-approved funds, then the funds will invest in some projects to support local economic development. But for U.S. immigration, investors can only invest in U.S. Immigration Bureau-approved projects. In Australia, they can just buy bonds issued by the state government."

Mu says Chinese immigrant investors usually come from wealthy provinces or municipalities, including Guangdong, Zhejiang, Jiangsu and Shanghai.
Song Quancheng, Director of the Institute of Immigration Studies at Shandong University, explains the immigration trend.
"Internationally speaking, immigration is a result of globalization. Globalization leads to the flow of capital, technology and commodities, and population flow contributes part of it. Domestically speaking, people are pursuing an even better lifestyle. At the same time, some people, especially rich people like multimillionaires, are worried about maintaining the value of their fortune in China, so they choose to transfer it abroad."
The report by China Merchant Bank and Bain & Company indicates the risk appetite of wealthy Chinese has fallen. Nearly half of those surveyed said they wanted to disperse investment risk.

Let’s make room for the ‘bright’ immigrant

When my husband and I applied for permanent residency in Canada in 1996, one of the questions asked on the application form was whether we were "bright" or "dull." We indicated we were bright and they opened the door for us.
We were also considered suitably young, educated and affluent, but more importantly, to us, we were "free" immigrants. We did not enter the country and the province through an economic immigration stream that bound us to work for a particular company or take a particular job on a prescribed list. We were free to make our living as we chose and where we chose.
We chose Nova Scotia because we liked its contours on a map. We stayed because we liked the lay of the land when we saw it and the laid back way of life.
Moving here is harder now, because of the regimented immigration system that channels applicants through narrow corridors into provinces, sectors and occupations.
For example, the federal skilled-worker stream lists 29 eligible occupations and accepts up to 1,000 applicants in each occupation per year, up to a total of 20,000 applicants.
In a 10-month period ending April 19, Canada had filled its quota in some occupations, such as pharmacists and registered nurses, but fell far short in other occupations. Only 49 plumbers and seven crane operators wanted to immigrate to Canada.
Imposing such strict controls may not be the best way to attract immigrants with sought-after skills.
When Nova Scotia launched its new immigration strategy this week, it set out a flexible approach that will still try to match skills and jobs but without a strict list. It will also try to balance the short-term needs of employers, who are looking for people with very particular skill sets, with self-sufficient skills that immigrants bring, such as being able to operate machines and heavy equipment.
The government hopes to attract 7,200 immigrants a year by 2020 — double the rate now. Half would come through the provincial nominee program, or as family members of these nominees, and half would come through federal immigration streams.
But the province says to meet these targets the federal government must release its tight grip on immigration to this province. The federal government will only consider up to 500 applications a year through Nova Scotia’s provincial nominee program.
The premier said Friday that immigration was an economic driver and the federal cap was setting "a limit on that development."
As the premier seeks to free up the immigration process at the federal level, he should also strive to ensure there is sufficient freedom in the provincial process.
It makes some sense to stream immigrants into economic categories, such as highly skilled, semi-skilled and temporary workers, or agricultural entrepreneurs, as the new strategy will do.
But Nova Scotia should always welcome a knock at the door from more romantic types who can’t be classified by narrowly defined labels. We could shut out some "bright" immigrants if our vision is too dull.

N.S. wants to double number of immigrants by 2020

Nova Scotia announced a new immigration strategy that aims to double the number of immigrants entering the province each year by 2020.
At the Canadian Immigration Museum at Pier 21 in Halifax on Friday, Nova Scotia Premier Darrell Dexter released the province's new strategy, which sets a target of 7,200 new immigrants by 2020, double what the province had previously aimed for.
The immigration strategy will be bolstered by an additional $790,000 for immigration efforts and targets a 70% retention rate.
"Welcome Home to Nova Scotia is the province's most ambitious and focused immigration plan ever, and one of the most comprehensive strategies in the country," Dexter said in a release.
"By focusing on attracting immigrants with the right skills and experience, this new strategy will make our immigration programs more responsive to employers' needs," Immigration Minister Marilyn More said.
In 2007, the governments of Canada and Nova Scotia signed a new immigration agreement to give the province the ability to nominate more skilled immigrants for quicker processing by the feds in an attempt to help counter declining population trends in communities across the province.

Board of Trade workplace program connects immigrants and Burnaby businesses

The Burnaby Board of Trade is working to break down barriers to employment for new residents.
The board has conducted six Breaking Down the Barriers workplace tours and is hosting its final forum for the project on April 28.
The aim of the project was to connect more than 250 immigrants with Canadian companies over a period of 18 months.
The project was designed to create meaningful dialogue between immigrants and employers, allowing attendees to exchange experiences and share perspectives.
The project has helped immigrants and employers better understand the challenges each faces, according to Darlene Gering, president and CEO of the board.
"Employers are saying, we do have to look at our hiring practices," she said.
And immigrants get an idea of what businesses are looking for, Gering added.
For instance, one of the common threads on the tours was that immigrants looking for work didn't realize employers do the majority of hiring through networking or employee recommendations, she explained.
"It was quite new for immigrants to learn that," Gering said, adding this surprised her, as people on the tours have gone through employment training with social service agencies.
Another interesting challenge for immigrants was understanding the different types of workplace culture in Canada, as they often expect to have to adapt to one cultural standard, she said.
But in fact, workplace culture varies depending on the industry and the type of company, Gering explained.
Gering addressed some of the challenges immigrants face in finding employment at a recent tour..
"The Canadian employment market is significantly more robust than others, but accessing it can be difficult and daunting for immigrants for whom language and cultural difference pose an inhibitory barrier to entry," she said.
"However, we need more immigrants to drive innovation, which is fundamental to our economy's success. We must continue to position British Columbia as the preferred destination for the world's best and brightest - therefore Canadian companies need to understand the challenges immigrants face in accessing the employment market. Additionally, immigrants need to be given the tools to market themselves so they are more appealing to employers."
Gering added that she is proud of the board's partnership with the Burnaby Intercultural Planning Table, which is leading the initiative.
The final tour was on April 14.
The board has been conducting the tours over the past 18 months, to introduce new immigrants to businesses in Burnaby. Tours have included the healthcare industry, engineering, finance, the IT and technology sector, green businesses, and accounting.
The forums are intended to raise awareness and reach out to the business community regarding the importance of newcomer integration into society, particularly through employment opportunities.
They are designed for immigrant job seekers, industry professionals and hiring managers.
The final forum, which is free to employers, is on April 28 from 5:30 to 8:30 p.m. at the Vancouver Hilton Metrotown.
Bob Elton, chair of the Immigrant Employment Council of British Columbia and former president and CEO of B.C. Hydro, is presenting.
The Government of Canada and the Province of British Columbia have provided funding for the Breaking Down the Barriers project.

If you had moved to Canada a few years ago from the UK, Europe or USA, you were likely to have found Canadian wages a bit lower than you were used to; not so now.

The average salary in Canadian dollars has risen by 10 to 15 percent since 2007.

This rise, in combination with the strengthening Canadian dollar, has pushed the average salary in Canada higher than in the UK, the USA and most of Europe. (Between January 2007 and January 2011, the US dollar fell 15 percent, the British pound fell 32 percent and the euro fell 11 percent against the Canadian dollar.)

BUDGET 2011: Credits for re-training foreign workers

Foreign workers forced to obtain additional Canadian credentials before practicing in their field will feel some financial relief in the Conservative’s budget, tabled Tuesday.

However, the document – which still needs to be approved by parliamentarians – is vague on increased recognition of foreign credentials, an important issue for Ottawa’s technology sector.
“There are very qualified people not being able to work in their field in Canada because of a recognition of their experience and credentials, so I think a large number of organizations have asked for some relief there,” said OCRI chief executive Claude Haw in an interview before the budget's release on Tuesday.
That said, the budget included few details about how immigrants could gain equivalency for medical, law, engineering and other professional degrees overseas, only saying details would be announced shortly.
Instead, the government focused on tuition relief for those foreign workers that are looking to switch careers or supplement their existing credentials.
“Many foreign-trained workers have difficulty paying for the tuition and other training costs associated with the foreign credential recognition process,” budget documents stated.
University and college tuition fees in Canada are eligible for a tax credit, but examinations for professional certifications – like nursing or accounting – don't fall under this bracket.
The budget proposes making all of these trade, occupational and professional examination fees eligible as long as a provincial or federal statute lets the person do the trade in Canada.
Around 30,000 people nationwide are expected to receive this assistance, reducing federal revenues by $1 million in 2010-11 and $5 million for the following two years.
“During the downturn, people asked if we need more people in the country, but I say it creates vibrancy and innovation,” Mr. Haw said, noting that Canadians do very well when working with Silicon Valley companies and he has seen the same phenomenon when foreign workers come here.

Immigrants create networks to help them help themselves

At 15, Tina Tehranchian graduated from high school and left her native Iran to study at an American university. After receiving a BA in political science and commerce and a masters in communications, she and her new husband returned to Iran. When their son was born, the couple decided to relocate again, to Canada, to build their son’s future.
The 1990 recession was a difficult time to find a job in communications, and even more so for a new immigrant. Tehranchian wasn’t familiar with any employment agencies and “all I kept hearing the same old excuse all the time, ‘You need Canadian experience’ — even though I had U.S. experience.
“But it didn’t seem to count for much.”
To make ends meet, she snagged a job in the financial industry and hoped for the best. “It suited my personality,” she said. She retrained as a Certified Financial Planner and a Chartered Financial Consultant and started building her new career.
About 10 years ago, Tehranchian began volunteering with Family Service Association of Metro Toronto, which was examining employment issues in the Iranian community.
She was thrilled to learn about the many employment agencies helping new immigrants learn the ropes in Canada.
Soon after the Iranian-Canadian Network for Employment and Entrepreneurship Mentoring (ICN) was born, uniting newly-arrived Iranians with Iranian-Canadian business owners and professionals to provide mentoring and help them secure employment.
“One of the biggest challenges immigrants face is how to translate their experiences and their education from back home to the realities of the job market in Canada, and that’s why having a mentor who’s got the exact same background as themselves can be a big help,” says Tehranchian. “It takes all of the cultural differences into account.”
Today, Tehranchian is a branch manager and financial advisor at Assante Capital Management Ltd. in Toronto.
She also sits on the advisory committee for the Toronto Region Immigrant Employment Council’s Professional Immigrant Network (PIN), a collection of volunteer-run groups for internationally-educated and experienced professionals. Tehranchian is PIN’s co-chair.
The 70 groups collectively represent more than 25,000 people, and host lectures, workshops and social events throughout the year to help immigrants network with their peers, find jobs in their area of expertise, and give back to the community.
Elizabeth MacIsaac, TRIEC’s executive director, says one of the obstacles new Canadians struggle with is leaving behind their professional connection, and that’s why it’s critical they build a new one quickly.
TRIEC reaches out to immigrants through community agencies, she says.
Yet few immigrants avail themselves of those services when they arrive.
They connect first with professional colleagues who share their culture, history and experiences. It’s about familiarity and trust, says MacIsaac.
This is why TRIEC united all of the groups under the Professional Immigrant Network banner recently.
“Just as one group might be doing mentoring, another might be linking to affinity groups at big corporations,” says MacIsaac. “Another might be holding regular networking and information sessions.
“They can learn from one another.”
The initiative is funded by Scotiabank, Citizenship and Immigration Canada, and ALLIES, a project of the Maytree foundation.
MacIsaac says companies have expressed interest in tapping into the groups to recruit employees.
Paula Calderon, president of the Canadian Colombian Professionals Association, came to Canada from Bogota in 2001. She urges new immigrants to spend time researching opportunities and programs outside their own communities, too. She mentions TRIEC’s “networking-beyond-boundaries” event at the Toronto Board of Trade Mar. 31, which unites many Hispanic groups to network with human resource departments from top corporations.
“Nothing has the magic formula, but [researching] will definitely help them save time on how to do things and how to best approach employers,” says Calderon, client relations manager and applicant screener at Career Edge Organization.
“Doing the research on presentation and job search skills is definitely something that takes time. Being well prepared actually saves time in the search. The better prepared you are, the better you present yourself, and the easier it is to secure employment.”
Tehranchian recommends prospective new Canadians start their research well before arriving.
“Do as much homework as possible to find the community groups, to find the service agencies and the programs that you could benefit from, because there are so many free programs available!” she says.
“Try to leverage your contacts and build a network as soon as you get to Canada!”

    Canada and Nova Scotia to Work Together on Temporary Foreign Workers

    OTTAWA, ONTARIO--(Marketwire - March 20, 2011) - Temporary foreign workers in Nova Scotia will be better protected as a result of an agreement between Canada and Nova Scotia that gives the province a role in managing the Temporary Foreign Worker Program.
    "Temporary foreign workers make a key contribution to the Canadian economy and we are taking the necessary steps to protect them from exploitation," said Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism. "We are ensuring that temporary foreign workers are treated with respect, with agreements such as this, and with the new regulations that take effect nationwide on April 1."
    The agreement, an annex to the Agreement for Canada-Nova Scotia Cooperation on Immigration, provides a framework for closer co-operation between the two governments to better educate employers and potential workers about their rights and responsibilities.
    "The Government of Nova Scotia has a central role in protecting workers, including temporary foreign workers, from mistreatment, and this agreement formally recognizes that role," added Minister Kenney.
    Nova Scotia will also have a greater role in helping employers access the labour and skills they need, and will be able to recommend the entry of some temporary foreign workers without requiring an assessment of whether there are Canadians or permanent residents available to fill the vacant positions.
    "This agreement is an important step in making the program more responsive to Nova Scotia's particular labour needs," added Diane Finley, Minister of Human Resources and Skills Development.
    "Attracting temporary international workers to Nova Scotia will help ensure there is enough skilled labour available for our businesses and industries," said Marilyn More, Nova Scotia Minister of Labour and Advanced Education and Minister of Immigration. "Temporary international workers have technical skills and international contacts our companies and communities need in order to remain innovative, productive and competitive, the key priorities outlined in the Government of Nova Scotia's jobsHere plan to grow the economy."
    The Temporary Foreign Worker Program is driven by employer demand and aimed at filling identified labour shortages when sufficient, suitable Canadian workers or permanent residents are not available.     India, China top as Canada admits record immigrants in 2010

    This new number is about 60,000 higher than the average annual intake of permanent residents in recent years, according to a statement by Immigration and Citizenship Canada. Canada has admitted between 240,000 and 265,000 immigrants annually in recent years.

    Though there is no break-down of country-wise figures, India and China remain top sources of immigration for Canada. On average, about 35, 000 Indians make Canada their new home in each year.

    Releasing the annual report here Sunday, Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, said, "While other Western countries cut back on immigration during the recession, our government kept legal immigration levels high. Canada's post-recession economy demands a high level of economic immigration to keep our economy strong.''

    He said, "In 2010, we welcomed the highest number of permanent residents in the past 50 years to support Canada's economic recovery while taking action to maintain the integrity of Canada's immigration system with the introduction of the Preventing Human Smugglers from Abusing Canada's Immigration System Act."

    With two-thirds of those admitted in 2010 being skilled and economic immigrants and their dependants, the minister said the backlog of over 640,000 people in the skilled worker category with wait period of up to six years has now been reduced to 335,000.

    "I'm very pleased that a higher number of admissions in 2010 means that more people are now out of the lineup and well on their way to beginning a new life in Canada,'' Kenney said.

    During this period, Canada also admitted 182,322 temporary foreign workers and 96,147 foreign students.

    Canada now allows foreign students to apply for permanent residency from within the country under the Canadian Experience category introduced in 2008.

    Foreign students contribute more than $6.5 billion to the Canadian economy each year.

    Though Canada currently admits only 3,500 Indian students each year, these numbers are going to increase rapidly as Canadian universities and colleges ramp up their enrollment from India.
