Wal-Mart Canada plans 40 supercentres in next fiscal year

The retail giant says it will open 40 new Canadian supercentres in its upcoming fiscal year starting Feb. 1 through both renovating and relocating some existing stores and constructing new ones.
While the location of the new stores hasn't been announced yet, the plan will expand the supercentre concept into Manitoba and Quebec, and represents a combined investment of nearly $500 million.
Supercentre locations in the greater Ottawa area include Lincoln Fields, Carleton Place, Rockland and Orleans.
Wal-Mart said the plan could create more than 9,200 jobs in stores and in the construction sector.
The retailer opened its first Canadian supercentres in Ontario in 2006.
At the end of this month it will have 325 stores, of which 124 will be supercentres.

When your province’s birth rate is hovering at replacement level, and when nearly a quarter of the population is nearing retirement, language politics tend to take a back seat to more pressing matters—like how to sustain the economy. No surprise, then, that Quebec has assumed a prominent spot on the immigration bandwagon, treating newcomers as a key to its economic future rather than a threat to its identity. By any measure, its efforts have paid off: in the last decade, the province has jacked up its intake of immigrants by more than 50 per cent, welcoming almost 49,500 last year.
The question now is how to keep the most wealthy and productive newcomers from flying the coop. A recent internal report by the federal immigration department suggests more than six out of 10 of the coveted business-class immigrants who declared Quebec as their destination during the early 2000s quickly fled to other provinces, taking their investment dollars and entrepreneurship potential with them. The big winners? Ontario and the two westernmost provinces. B.C. saw a 22 per cent net gain in the number of business-class immigrants who called it home, due to migration from other provinces. Ontario enjoyed a 14.5 per cent bump while Alberta saw a 9.5 per cent increase.
The report, which was obtained under Access to Information by Vancouver immigration lawyer Richard Kurland, calls into question the widespread belief in Quebec that newcomers will provide much of the province’s future economic momentum. The theory, promoted in policy circles and at all levels of government, assumes a heavy influx of business immigrants—an umbrella term for investors, entrepreneurs and the self-employed who are admitted to Canada on the basis of the wealth they will generate (investor-class immigrants to Canada must be willing to spend more than $800,000 in this country, and their net worth must exceed $1.6 million; entrepreneurs must have a $300,000 net worth and two years of business experience).

Ottawa clamps down on immigrants found cheating

Ottawa is stepping up its effort in combatting cheating immigrants who are selected under one province’s entrepreneur program but end up breaking the terms and moving to another. Cheaters will be issued a warning letter and may lose their permanent resident status, according to a new Citizenship and Immigration Canada operational guideline. Legal experts say this is just the beginning of Ottawa’s attempt to stamp out what they call “trampolining” by immigrants — being accepted by one province but settling in another. The enhanced enforcement begins in Quebec but is expected to expand to other provincially administered immigration programs. Provinces are increasingly taking charge of the selection of economic immigrants to serve the needs of their local labour market and economy, though the federal government is still responsible in issuing permanent resident visas. “These immigrants are selected on the strength of that province. They commit themselves to a province in exchange for an immigrant visa,” said Quebec immigration lawyer Richard Kurland. “It is not right if an entrepreneur or investor says they are going to go work and live in a province and then go to another.” According to Canada’s immigrant database, 11 per cent of the one million new immigrants who came to the country within five years and filed tax returns in 2006 had moved from their declared province of destination. More than 24,000, or 14 per cent, of immigrants originally destined for Quebec ended up filing taxes in other provinces. In recent months, immigration lawyers are seeing a surge of cases where newcomers landing in Canada are turned away at port of entry because they fail to show plane tickets or proof of arranged accommodation for their declared destined city, according to Kurland. The courts, so far, have sided with border officials, Kurland said. In the new department guideline, front-line immigration officers are ordered to “monitor” the entrepreneurs selected by Quebec who now live or have a mailing address outside of the province. It applies to all those admitted under the program after Oct. 16, 2006. A report “should be prepared detailing the allegation of non-compliance . . . (and) be referred to the Immigration Division for an admissibility hearing,” it said. To gain permanent resident status under the Quebec entrepreneur program, an applicant must own at least 25 per cent of a company in the province, with an investment no less than $100,000. Not only do they have to manage the enterprises’ day-to-day operations, they must also stay and live in the province for at least 12 months in the initial three years of residence. Kurland said other provinces will benefit from the new directive, especially if it is going to be expanded to other provincial immigration classes, such as investors and skilled workers programs. The federal government provides funding to newcomers’ language training and integration programs in each province based on the number of immigrants who declare it as their destinations in their immigration applications. The funding doesn’t take “secondary migrants” into account.

Refugee claimants entering Quebec from U.S.

A legal loophole has would-be refugees in the U.S. coming into Canada through the Quebec border, CBC News has learned.
"Sometimes we get half a dozen of them on a shift, and then you're a week without getting any, said RCMP Sgt. Christian Dubois. "And then, all of a sudden, 'boom.'"
Dubois said since the new RCMP border patrol started, more than half of their time is being spent on would-be refugees.
RCMP Insp. Marc Lacasse said there have been 64 arrests in just two months along the 140 kilometres of the Quebec-Vermont border, representing a 400 per cent increase over the same time period last year.
With immigration laws tightening in the U.S., increasing numbers of people have simply given up on ever getting permanent residency. Spot checks by American authorities have them worried about being caught and deported.
Lacasse believes that people are taking advantage of a loophole created by a document signed between Canada and the U.S. called the Canada-U.S. Safe Third Country Agreement.
Under the agreement, if a person that is already in the U.S. tries to move further north into Canada to claim refugee status, they will be turned back because both countries are considered safe. But the agreement only applies at organized crossings. Those determined to enter are now simply walking across through the bush.
"Our belief is there are organizations that are trying to use those areas to basically direct people to come over to Canada and gain refugee status," said Lacasse. "Contrary to a point of entry [where] they would be turned back."
Immigration lawyer David Cohen said that once a refugee gets away from an organized border crossing and enters Canada through the brush, Canada is obligated to process them.
"There's no surprise and in fact it was absolutely predictable … and was predicted," he said
"People avoid the Canadian port of entry and somehow make their way into Canada and make the refugee claim," Cohen said.
It's difficult to stop would-be refugees because there are more unprotected roads leading to the Quebec border than that of any other province.
Border services has also confirmed it will close or reduce hours for at least five entry points in Quebec alone, potentially increasing the number of unguarded roads.

Torontonians are the least happy people in Canada: study

Oh, Toronto, you are a glum lot — well, at least compared to the rest of Canada.
When it comes to happiness, Torontonians fall at the bottom of the pack, according to a new study.
Does Money Matter?: Determining the Happiness of Canadians examined the life satisfaction and happiness of Canadians according to where they lived.
With a happiness rating of 4.15, the Toronto CMA came last, falling below the Canadian average of 4.24. Sherbrooke, Que., and Brantford tied at the top of the list with a score of 4.36.
Ontario did not fare any better than its largest city, lingering at the bottom of the happy-provinces list along with British Columbia.
So, where are all the happy Canadians? You will find them in P.E.I and Quebec.
Before you crack the pages of Anne of Green Gables in search of an elusive happiness, consider that we are competing amongst a very happy lot: Canada consistently ranks among the five happiest nations in the world, and is the happiest member of the G7.
“You’re not miserable, you are just slightly less happy than other Canadians on average,” Andrew Sharpe, Executive Director of the Centre for the Study of Living Standards points out.
So, why are we less satisfied with life than our provincial counterparts?
“[Lower happiness levels are] linked to the higher levels of stress in Toronto that may be associated with two-hour commutes,” said Sharpe.
We also suffer from “less of a feeling of community because of the large concentration of population and trend towards skyscraper living.”
Toronto’s status as the immigrant capital of Canada also affects our happiness rating.
“Immigrants tend to be less happy than other Canadians because of their employment problems and because when they are employed they tend to earn less than other Canadians,” said Sharpe.
Sharpe points to this as a clear sign that more needs to be done to improve the experience of immigrants in Canada.
The study found that while income did not have a considerable effect on a person’s happiness, overall health and employment statues certainly did.
So, what should you do to boost your statistical chances of happiness? Move to Sherbrooke, Que., complete your post secondary education, and find a life-partner.

Immigration consultants reflect on their work to help immigrants live their dreams during Citizenship Week

Wealthy Chinese flock to the West

Growing numbers of rich Chinese are applying for permanent residency in Western countries under programmes that allow investors with a high net worth to "buy" citizenship.
The number of Chinese investors granted permanent residency in Canada has doubled in two years.
Ottawa has now halted all applications to its federal immigrant investor programme while it consults on plans to double the funds needed to obtain a visa.
Applicants are still allowed to apply to a scheme run by the province of Quebec, however,
And at seminars run by visa consultancy firms in China, advisers are encouraging people to apply for the scheme before Quebec also doubles its minimum requirements to match the federal government's proposals.
Cash and experience

On a rainy Saturday afternoon, in a conference room at a five-star Shanghai hotel, more than 30 potential "investor applicants" arrive to hear how they might be able to exchange their cash for a foreign passport.
Many are in their 30s. There are several young couples. Most are professionals. Few are dressed smartly. They appear to be a pretty average cross-section of Shanghai's moneyed middle class.
They are shown a video that the visa company has made to promote Canada, and the country's visa application service.
"You don't have to worry about integrating," the video's commentary declares. "You don't even need to speak English."
Then the advisers go through the detail.
The Quebec scheme requires applicants to show they have a net worth of C$800,000 (US$776,000; £502,000) and they must invest up to C$400,000.
They also need to show they have had two years' experience in management.
Different requirements That's considerably cheaper, they point out, than the UK, which requires investors to invest £1m ($1.5m) for five years.
 
There are pros and cons of each of the countries' schemes.
Canada's applications currently take about two-and-a-half years, but the financial requirements are the lowest in the world.
The United States requires applicants to invest up to $1m (£646,000) in a business that creates at least 10 new jobs. Applications take up to one-and-a-half years.
The UK's application process is the quickest. It can be completed in just three months, according to the visa consultants at the seminar, and there is no interview.
But it is also the most costly.
"Usually, the applicants are business owners or senior managers," explains Vincent Chen, senior consultant for the Visa Consulting Group.
"The average age is 40 to 45, but it's getting younger."
Easily achievable Canada has not changed its "immigrant investor" programme requirements since 1991.
  Some just want the passport before they move back to China
"Back then, C$800,000 was a huge amount," Mr Chen says.
"But now, with the increases in property prices in cities like Shanghai, people don't think it's that hard to achieve.
"That's why you've seen the numbers granted permanent residency have doubled."
Other factors are also at work here.
Increasingly, those who come to the seminars have friends who have already emigrated.

Reasons to move
David Lu, 38, a manager in a telecommunications company, has come to the seminar to find out more about how to apply to move to Canada.

At the end of the session he starts filling in the forms eagerly.
He has positive reasons to move. Some of his relatives already live in Canada. And during holidays there he has enjoyed the lower pollution levels there.
Also, he says, the Canadians are "a lot more relaxed" than the Chinese.
There are other reasons though why he wants to leave China.
"People hate you [here] if you have money, and the rich bully the poor," he says.
"Another issue for me is health care," he adds.
"I don't think anyone interested in moving abroad would worry about the costs. We want their better quality medical care."

Brain drain
Fabio Xu, 30, runs a paint company in Shanghai.
He says he wants to move to the US "because of the better medical care there, and better educational opportunities for my child".
"In China, all my money goes on my mortgage, food, clothing and travel," he says, "but in the States there's generally more freedom. I would be able to develop myself more creatively and get more out of life."
Some Chinese academics worry that China is losing its brightest and most able citizens, as well as huge amounts of money.
Last year 1,823 investors were granted citizenship in Canada under the immigrant investor programme.
Even if they had only invested the minimum amount required, that would mean almost US$700m had been taken out of the country.
"China is losing the talent it really needs," says Dr Wang Huiyao, the director general of the Centre for China and Globalisation.
"As China tries to develop its economy and change it from 'made in China' to 'created in China', it needs these people to build the country."
In touch with China Dr Wang believes many people want a foreign passport because it is so hard to travel freely around the world on Chinese documents.
Indeed, one woman at the seminar is anxious to know how quickly she could get her Canadian passport, so she could return home to China.
For her it appears the motivation is not to get a new home abroad, but to obtain a passport that might make life more convenient.
A Western diplomat in Shanghai offers another explanation for the increase in these kinds of visa applications.
The internet, he says, means you can live abroad, but never leave China.
"You can wake up in the morning and browse the People's Daily online over breakfast. You can trade your stocks on the Shanghai exchange with the click of a mouse," he says.
"You can chat all day to relatives for free on Skype, or run your business remotely."
His point is that emigration is no longer necessarily the emotional wrench that it once was for people.
The need to assimilate in their adopted country for practical reasons is not as great as it once was - which in itself could yet pose its own challenges for Western societies.

Working temporarily in Canada: Special categories—Information technology workers

The simplified entry process for information technology (IT) specialists will come to an end on September 30, 2010.
Effective October 1, 2010, employers who wish to hire foreign workers previously eligible for IT facilitated processing will be required to apply for a Labour Market Opinion.
Note: for employers wanting to hire foreign workers for positions in Quebec, the facilitated process will remain in place for a limited time after September 30, 2010.


To fill critical shortages in Canada’s software industry, Canada has a simplified entry process for workers whose skills are in high demand in that industry.
Under this process, no confirmation letter from Human Resources and Social Development Canada (HRSDC) is necessary for specific jobs when hiring a foreign worker, since it will not have a negative impact on Canadian or permanent-resident job seekers and workers.
This means that if you are coming to Canada to work in one of the jobs listed below, you do not need a letter from HRSDC, and your work permit application may be processed more quickly.

Note: It is up to your employer to make sure the job you are being offered falls under one of these descriptions.

 Temporary foreign workers wishing to take a position in Quebec must obtain a certificat d’acceptation du QuĂ©bec (CAQ) in order to participate in this facilitated processing. Information for employers is available on the website of the Ministère de l’immigration et des CommunautĂ©s culturelles (MICC).


Effective October 1, 2010, employers who wish to hire Temporary Foreign Workers previously eligible for IT facilitated processing will be required to apply for a labour market opinion and demonstrate that:
  • the wage rate meets (or exceeds) the prevailing wage rate for the occupation and region;
  • the working conditions are consistent with Canadian standards;
  • efforts to hire Canadians or permanent residents have been made and the TFWP advertising guidelines have been followed;
  • the employment of the foreign worker will directly create new job opportunities or help retain jobs for Canadians;
  • the foreign worker will transfer new skills and knowledge to Canadians;
  • the hiring of the foreign worker will not affect a labour dispute or the employment of any Canadian worker involved in such a dispute.
Please note that employers are required to conduct advertising and recruitment efforts as per TFWP guidelines before submitting a labour market opinion application and should plan sufficient time to conduct these activities.  Upon receipt of a complete labour market opinion application, the processing time, on average, takes two to three weeks.
Effective October 1, 2010, work permit applications received by Citizenship and Immigration Canada or by the Canada Border Services Agency at a port of entry, will require a copy of the labour market opinion for the seven specific IT occupations that were previously under the facilitated process.

Why Quebec has so much trouble attracting immigrants

One of the most frustrating social trends in Quebec is the way that we as a society treat immigrants.

It's a crazy situation. We need - seriously need - immigrants. We need them to fill jobs that will be left vacant by Quebec's shrinking labour pool. We need them to pay the taxes that will pay for the health and social costs of this province's looming geezer-ization. And we need them to help pay back Quebecers' public debt (including our part of the federal debt), which the province's finance ministry rates as the world's fifth-highest (after Japan, Italy, Greece and Iceland).

And yet, as a study this month by the Montreal think tank CIRANO suggests, we as a society are blowing it.

The study notes, for example, that the jobless rate for immigrants who have a post-secondary education is 13 per cent. According to the 2006 census, that's almost twice the jobless rate among comparable immigrants in Ontario and British Columbia. It's three times the rate for Canadian-born holders of post-secondary diplomas.

This partly explains why only 18 per cent of all immigrants to Canada come to Quebec, too few for a province with 23 per cent of the country's population. (By contrast, Ontario and B.C. between them account for 51 per cent of the population but get 63 per cent of immigrants.) What makes Quebec's situation all the more unacceptable is that for decades the province has wielded more power over the selection of immigrants than any other province. Quebec sets its own criteria on who gets in.

You'd think that those it chooses to welcome would be more likely to do well. Not so: 19 per cent of immigrants age 25 to 54 are unemployed five years after arriving. Compare that with the 12-per-cent level for Canada as a whole.

Why this appalling record? Let's not heap too much blame on Quebec's language law. Yes, the primacy of French here induces many people to settle in English Canada, but it doesn't explain why even French-speakers often fail to crack the job market. Indeed, language theoretically ought to be less of a barrier to finding work here than in other provinces: 60 per cent of immigrants to Quebec in 2008 spoke either French or English upon arrival, the highest rate of any province.

So let's look beyond language.

The study suggests that part of the unemployment problem (although perhaps only a modest part) is Quebec's standing as "l'État providence" - that is, as the province with the most generous social benefits. The study's authors, the Université de Montréal's Brahim Boudarbat and Maude Boulet, note that the 2001 census shows that immigrants age 25 to 54 in Quebec obtained a whopping 52 per cent more public money than did their counterparts in the rest of Canada. The authors note this hardly spurs some people to work at a poorly paid job.

The problem here is not only with freeloading but also with the Quebec government's immigrant-screening process and social-benefits rules. They do too little to guard against parasitism.

A bigger problem is Quebec employers' well-known reluctance to recognize diplomas and experience acquired elsewhere than in North America or Europe. The study says this wariness is more acute here than in Ontario or B.C. Given that most immigrants are visible minorities, the study suggests racial bias can play a role.

The study does not deal with it, but Quebec's business establishment is notably remiss about putting out a welcome mat for visible minorities. Example: Of the 25 members of the Montreal Board of Trade's board of directors, not one is a visible minority.

The Quebec government itself is part of the problem. On the one hand, it recognizes the economic imperatives of attracting more immigrants and, indeed, it is doing so: It settled 49,500 immigrants last year, the most since 1991. On the other hand, it fails to use its own colossal civil service as a model by hiring immigrants or even their born-in-Quebec offspring.

To be sure, politicians say they want to do better. In 1990, the Bourassa government expressed embarrassment that a minuscule 1.7 per cent of its public service was from the cultural communities (loosely, first- or second-generation immigrants); it said it would double the rate by 1994. Only now, 16 years later, are we reaching Robert Bourassa's modest interim target. Most other provincial governments are miles ahead.

No other province needs immigrants so badly. No other province has so much power to choose desirable applicants. And yet, of the three provinces that receive the lion's share of immigrants, Quebec has the most trouble easing immigrants into roles in which they can contribute to society.

Québec introduces new immigration program based on experience gained in Québec (Programme de l'expérience québécoise)

By introducing its new "Québec Experience Class" Program ("Programme de l'expérience québécoise", or "PEQ") based on experience gained in Québec, the province will meet an objective it had set for itself in a document released in March 2008 entitled "To enrich Québec - Better Integration". Basically, the PEQ aims to promote the transition from a Temporary Resident status to that of Permanent Resident for Foreign Students and Temporary Workers. The program is expected to enter in force on February 14, 2010, the date on which the amendments to Québec's Regulation Respecting the Selection of Foreign Nationals become effective.

PEQ's intent is to facilitate the application process for a Québec Selection Certificate for Foreign Students having graduated in Québec and Temporary Workers having worked in Québec as a first step prior to obtaining Permanent Resident status from the federal government. By introducing the program, Québec follows the federal example and makes experience gained in Québec and knowledge of the French language key selection factors when applying for immigration in Québec. For such applicants under PEQ, the traditional selection grid will not apply and there will be fewer documents to include with an application. In addition, applications may be sent electronically and will be processed on a documents-only basis.

Specific requirements applicable to Foreign Students are the following: (1) the applicant must have stayed in Québec for at least half of the duration of the educational program's duration and have conformed to the student visa conditions; (2) the applicant must have obtained from an education institution in Québec subsequent to February 13, 2008, either of: i) a diploma of professional education or a certificate of professional education, which alone or combined with an attestation of professional specialization (obtained consecutively) attests to over 1,800 hours of continuous education; ii) a diploma of technical college education; iii) a University degree, whether a bachelor's, masters or doctoral. However, the following international students are excluded from the program: i) students having received a scholarship requiring return to the student's country of origin; and b) students having applied for a new acceptance certificate for studies.

The specific requirements applicable to Temporary Workers are the following: (1) the foreign worker (including the holder of a work permit under a youth exchange program pursuant to an international agreement signed between a foreign country and either of Québec or Canada) must have conformed with the conditions of his/her work permit and be legally in Québec at the time of the application; (2) the foreign worker must have employment in Québec at the time of submission of the application which is classified at level A or B pursuant to the National Occupational Classification and must have been so employed for at least 12 months during the 24 months preceding the application.

Application requirements common to both Foreign Students and Temporary Workers are that applicants must: (1) undertake to financially support themselves and their family members for a period of 3 months; and (2) demonstrate their verbal French language skills at an intermediary level.
